It is an important task to establish the guiding ideology of health first in school education, strengthen school physical education, ensure the healthy physical and mental growth of the younger generation and build a strong country with human resources. There are many tasks to be done to strengthen school physical education, but from the current situation, there are four tasks that must be grasped:
-Firmly establish correct guiding ideology. We should adhere to the guidance of Scientific Outlook on Development, face all students and implement quality education. School physical education must conscientiously implement the requirements of the Outline of Education Planning that "promoting the healthy growth of students is the starting point and destination of all school work". First, vigorously promote the implementation of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Strengthening Youth Sports to Enhance Youth Physical Fitness" (hereinafter referred to as Document No.7 of the Central Committee), and extensively carry out sunshine sports for hundreds of millions of students across the country to ensure that students exercise for one hour every day and continuously improve their physical and mental health; Second, care for every student, promote every student's active and lively development, and resolutely overcome the wrong tendency that some regions and schools only attach importance to school sports teams and ignore the physical exercise and health status of most students; Third, school physical education, including after-school physical education training in schools at all levels, must respect the laws of education and the laws of students' physical and mental development to ensure the all-round development of students' morality, intelligence, physique and beauty.
-Insist on sports. In all the work of school physical education, physical education plays an important core role. Physical education teaching should not only complete the tasks stipulated in the physical education curriculum standards, but also play a very important role in enriching the contents and methods of sunshine sports, guiding students to participate in sports activities regularly and scientifically, and establishing lifelong sports consciousness.
The Outline of Education Planning puts forward that "the management system and working mechanism should be established to improve the quality of education, and the allocation of educational resources and school work should focus on strengthening teaching links and improving the quality of education". To achieve this requirement, all parties need to work together. First of all, governments at all levels should pay attention to and timely solve the difficulties in physical education class teaching in schools in accordance with the requirements of "financial funds give priority to ensuring education investment", so as to provide basic guarantee for teaching in physical education class. Secondly, constantly improve and perfect administrative regulations, formulate corresponding teaching documents, and provide institutional guarantee for teaching and curriculum reform in physical education class. Third, promote the further development of physical education curriculum reform. Education administrative departments at all levels should care and guide this work more deeply and concretely. Taking the physical education curriculum reform in primary and secondary schools as an example, the majority of teachers in physical education class are eager for a physical education curriculum standard with clear structure, clear objectives, scientific and reasonable content and suitable for operation to be promulgated as soon as possible, so as to ensure that the physical education curriculum reform can be carried out better and faster in the right direction.
-Strengthening the construction of physical education teachers. The Outline of Education Planning puts forward that "education planning should be teacher-oriented", and building a sufficient number of qualified teachers is the key to do a good job in school physical education. Therefore, it is necessary to strengthen teacher training and teaching research. In recent years, teachers' education management departments have intensified their training. On the basis of arranging special funds to organize the training of key teachers in the western region for several years, the national training plan was launched on 20 10 and achieved good results. In view of the large number of physical education teachers, teacher training must also arrange sports skills practice links, organize on-site training on the spot and combine it with teaching and research, and the effect is often better. In recent years, some urban areas with good conditions have organized inter-school cooperative research and given teachers the opportunity to undertake or participate in educational science research projects, which is worth popularizing. Educational administrative departments at all levels should also create various opportunities and conditions, commend outstanding physical education teachers, train backbone teachers in a planned way, and give play to their leading role in the reform of physical education.
-Pay attention to school hygiene and health education. School health and health education are still weak links in education at all levels, and it is urgent to strengthen the construction of school health system, improve school health working conditions and build health care teams.
School health is the focus of the national public health service system. Document No.7 of the Central Committee stipulates that governments at all levels and the competent departments of education and health shall, in accordance with the relevant provisions of the state, provide public health services such as preventive health care for schools within their respective administrative areas, regularly carry out health supervision and monitoring on school food hygiene, drinking water and prevention and control of infectious diseases, and carry out immunization according to law, and the required expenses shall be included in the scope of public health funds. The education administrative departments at all levels shall, jointly with the health administrative departments, establish an inspection system to strengthen the school health management within their respective administrative areas. In terms of health education, the urgent task is to establish the necessary system, arrange appropriate teaching time, actively carry out adolescent health education such as disease prevention, scientific nutrition, health and safety, drug control and tobacco control, strengthen mental health education in a targeted manner according to the characteristics and psychological characteristics of adolescents in the growth process in the new period, and gradually establish and improve the network of adolescent mental health education, guidance and service.
To carry out school health education, we need a group of school health care personnel who care about students and love their work. Compared with physical education teachers, the construction of this team is more difficult. First, the number is not enough and there is no supplementary channel; Second, the task is heavy but there is no clear post evaluation and promotion system, which leads to low work enthusiasm and unstable team. In recent years, some areas have equipped full-time health personnel in large-scale urban schools, and invited medical staff from local health institutions to make regular fixed-point rounds in small-scale schools, which has achieved certain results. We should sum up these effective experiences and practices in time, formulate standardized systems and methods that can be universally implemented throughout the country, gradually solve this long-standing difficulty in school health work, and put school health work on the track of healthy development.
