Article 1 These Provisions are formulated for the purpose of strengthening the administration of academic qualifications of general higher education, maintaining the seriousness of the national academic qualifications education system and ensuring the quality and specifications of higher education.
Article 2 The diploma of general higher education refers to the certificate issued by ordinary institutions of higher learning and other institutions that implement postgraduate education (hereinafter referred to as institutions of higher learning or schools) on the education level of students.
Article 3 The state recognizes the academic qualifications proved by the graduation certificate of general higher education, and the holders enjoy the relevant treatment stipulated by the state.
Article 4. Students who enter the school according to the state regulations and obtain their school status after entering the school will obtain corresponding academic certificates according to the examination (assessment) results after completing a certain stage of their studies.
Article 5 Academic certificates of general higher education are divided into graduation certificates, graduation certificates and graduation certificates.
Article 6 A graduation certificate shall include the following contents:
1, name, gender, age and year of study of the graduate (please indicate if the course ends early);
2, academic system, major, level (graduate, undergraduate or junior college), graduation;
3. Paste my bareheaded photo and affix the school riding seal;
4, the name and seal of the school, the school (hospital) long signature;
5. Date of issuance and certificate number.
Article 7 The completion certificate shall include the following contents:
1. Name, gender, age and year of study;
2, academic system, major, level (graduate, undergraduate or junior college), graduation;
3. Paste my bareheaded photo and affix the school riding seal;
4, the name and seal of the school, the school (hospital) long signature;
5. Date of issuance and certificate number.
Article 8 An associate degree certificate shall include the following contents:
1, name, gender, age, year of study;
2, academic system, major, level (graduate, undergraduate or junior college), drop out of school;
3. Paste my bareheaded photo and affix the school riding seal;
4, the name and seal of the school, the school (hospital) long signature;
5. Date of issuance and certificate number.
Article 9 Students who have completed all the courses specified in the teaching plan, passed the examination scores (or completed credits), passed the moral education and physical education, are allowed to graduate, and can obtain graduation certificates.
Tenth students who have completed all the courses specified in the teaching plan, including more than one course that still fails after the make-up exam, but do not fall within the scope of repetition or have not completed the required credits, and have passed the moral education and physical education, can be awarded a certificate of completion.
Article 11 Students with school status who have studied for more than one academic year but have not completed the courses specified in the teaching plan (except those who have been expelled from school) can obtain an associate degree certificate.
Twelfth after the loss of academic credentials, I can apply to the original issuing authority. After examination, the original issuing authority will issue corresponding academic certificates according to their graduation (graduation and graduation).
Thirteenth advanced students accepted by ordinary colleges and universities can obtain the certificate of advanced study after completing the advanced study.
Fourteenth ordinary colleges and universities do not recruit students and enroll students in various training courses according to state regulations. After the study, the school can only issue learning certificates, and may not issue graduation certificates.
Article 15 Graduation certificates and graduation certificates of ordinary institutions of higher learning shall be uniformly produced by the State Education Commission and issued after being filled out by the school. The graduation certificate of ordinary colleges and universities is printed and distributed by the school itself.
Sixteenth "Ordinary Colleges and Universities Graduation (Completion) Certificate", "Printed by the State Education Commission of the People's Republic of China" and anti-counterfeiting marks are printed on the inner core of the unified academic certificate.
Seventeenth general higher education certificate by the state, province (autonomous regions and municipalities directly under the central government) or the State Council, the relevant departments and schools unified management. The State Education Commission controls the total number of regions and departments according to the enrollment plan and the actual number of graduates (graduates), and uniformly prints graduation cores and diplomas or certificates of ordinary colleges and universities; To formulate regulations and implementation measures for the management of academic certificates; Check and supervise the graduation (completion) qualification examination and certificate issuance of students.
The education administrative department of a province (autonomous region or municipality directly under the Central Government) or the relevant department of the State Council shall supervise and inspect the enrollment of freshmen and the management of school roll in their subordinate institutions of higher learning. The education administrative departments of all provinces (autonomous regions and municipalities directly under the Central Government) shall examine the qualifications of graduates of ordinary colleges and universities in their respective regions, and issue academic certificates to schools according to the number of enrollment plans of ordinary colleges and universities approved by the state in the corresponding year.
The school will report the graduates and the number of graduates to the education administrative department of the province (autonomous region or municipality directly under the Central Government) for examination every academic year, and then receive the required certificates for that year, fill them out and send them to students.
Article 18 Starting from 1994, the state does not recognize any graduation or completion certificate issued by itself that does not use the core of graduation or completion certificate uniformly printed by the State Education Commission. Before the promulgation of these provisions, the academic certificates issued by ordinary colleges and universities to students with academic status in accordance with the relevant provisions of the State Education Commission are still recognized by the state and need not be renewed.
Nineteenth special circumstances require the issuance and renewal of graduation certificates, which must be reported to the State Education Commission for approval.
Twentieth all localities, relevant departments and schools must strengthen the management of academic certificates. For those responsible for dereliction of duty, fraud and corruption, in addition to ordering them to recover their academic certificates, and depending on the seriousness of the case, the responsibility of the relevant personnel and units shall be investigated; Anyone who plagiarizes or forges the academic credentials of ordinary colleges and universities shall be investigated for legal responsibility.
Article 21 The State Education Commission shall be responsible for the interpretation of these Provisions.
Article 22 These Provisions shall come into force as of the date of promulgation.

The Interim Provisions on the Administration of Academic Certificates of General Higher Education is a departmental regulation formulated by the Ministry of Education of People's Republic of China (PRC) to strengthen the administration of academic certificates of general higher education, safeguard the seriousness of the national academic education system and ensure the quality and specifications of higher education.
