Shenzhen Municipality promulgated the Measures for the Implementation of the License for Catering Services in Shenzhen (Canteen of Off-campus Lunch Care Institutions) (hereinafter referred to as the Measures). The "Measures" put forward specific requirements for the location, area and equipment of the canteens of off-campus lunch care institutions. To apply for a Catering Service Permit and engage in self-catering in canteens of off-campus lunch support institutions, at least 7 certificates must be provided.

For the newly established off-campus lunch care institutions that have passed the licensing examination, a temporary catering service license (valid for 6 months) will be issued first, and the official catering service license will be renewed after the applicant obtains the registration certificate of private non-enterprise unit (legal person) or the registration certificate of private non-enterprise unit (partnership) or the registration certificate of private non-enterprise unit (individual) issued by the civil affairs department.

Off-campus lunch care institutions refer to units entrusted by guardians of primary and secondary school students to provide lunch, lunch break and other public welfare service activities for primary and secondary school students outside school after school in the morning and before class in the afternoon. According to the "Measures", off-campus lunch care institutions should be located below the third floor of civil buildings, which should meet the structural safety requirements and should not be located in industrial factories, basements, storage buildings or illegal buildings; The construction area of the venue of the off-campus lunch care institution shall be more than 80 square meters, and the per capita construction area of lunch care students shall be more than 4 square meters; The canteen staff of the lunch guarantee institution must be in good health and hold a health certificate.
