Article 3 The people's governments at or above the county level shall incorporate public libraries into the national economic and social development plan and strengthen the construction and management of public libraries.
The people's governments at or above the county level shall set up public libraries according to the needs of population distribution and social, economic and cultural development in this area.
Encourage and support the establishment of public libraries (rooms) in Sumu townships, Gacha villages and urban communities. Article 4 The cultural administrative department of the people's government at or above the county level is the competent department of public libraries.
The relevant administrative departments of planning, finance, personnel, urban construction, science and technology, education, press and publication shall, within their respective functions and duties, guarantee and support the development of public libraries. Article 5 The library of the autonomous region is the document information network center of the whole region.
Public libraries at lower levels accept the professional guidance of public libraries at higher levels. Article 7 The premises, equipment and literature resources of public libraries belong to state-owned assets, and no unit or individual may transfer, damage or occupy them.

Chapter II Construction of Public Libraries Article 8 People's governments at all levels shall incorporate the construction of public libraries into urban development plans. The construction area of newly built and expanded public libraries shall generally not be less than the following standards:

Eleventh public libraries should strengthen contact and cooperation, and cooperate in the purchase, exchange and lending services of books and periodicals to realize the sharing of collection resources. Twelfth public libraries should pay attention to the application of modern equipment, establish and introduce databases, and realize the network automation of literature information services through computer retrieval. Thirteenth public libraries should establish and improve the book management system and do a good job in the preservation and protection of literature resources.
Public libraries should receive Tibetan historical documents and new carrier documents.
The documents collected by public libraries should be processed and sorted according to the standards stipulated by the state. Fourteenth public libraries to clean up books and periodicals that are seriously damaged or lose their use value shall be reported to the cultural administrative department at the same level for approval. Article 15 A publishing unit that publishes and distributes publications to the society shall, within 30 days from the date of official publication and distribution, submit the publication 1-3 volumes (volumes) to the local public library above the Union City.
Individuals who publish their works outside the autonomous region are encouraged to contribute voluntarily.
The submission system of internal publications with collection and research value shall be formulated separately by the people's government of the autonomous region. Chapter III Services of Public Libraries Article 16 Public libraries should create convenient conditions for readers to use literature, answer queries, guide reading, design, create and maintain reading environment and serve the society. Seventeenth public libraries should make full use of the collection of documents, take various forms of service, improve the utilization rate of the collection of documents, and encourage public libraries at all levels to carry out the activities of sending books to the countryside.
Except for documents and materials that are prohibited by the state from public dissemination, they shall not be sealed at will, but rare books, rare books and documents and materials that are not suitable for lending may be restricted in use on the principle of documents and materials. Eighteenth public libraries should ensure the opening hours in accordance with the relevant provisions of the state.
Public libraries must be open on national holidays. Nineteenth public libraries can gradually expand the scope of services and enjoy the relevant cultural and economic policies of the state. Fees for paid services shall be formulated by the price department of the autonomous region. Its income is mainly used for the construction of public libraries to enhance its own development ability. Chapter IV Staff of Public Libraries Article 20 Public libraries implement the curator responsibility system.
The director or deputy director of the autonomous region-level and league-level libraries should have the professional senior professional and technical titles; The director or deputy director of a county-level library should have intermediate or above titles.
