Who approves textbooks for compulsory education?
According to the latest measures for the administration of textbooks in primary and secondary schools, the examination and approval of textbooks is stipulated in detail in Chapter IV:

Article 4 the State Council and provincial education administrative departments shall rationally plan teaching materials according to the national curriculum plan, attach importance to the quality of teaching materials and highlight the characteristics of teaching materials. Textbooks for ideological and political (morality and rule of law), Chinese and history courses, as well as other textbooks with strong ideological attributes and textbooks involving national sovereignty, security, nationality and religion, shall be uniformly compiled, reviewed and used by the state.

Article 5 The State implements the examination and approval system for textbooks in primary and secondary schools. Textbooks that have not been approved shall not be published or selected.

Chapter IV Examination of Teaching Materials

Fifteenth textbooks, after the completion of the revision, must be submitted to the corresponding institutions for review.

The Expert Committee of the State Textbook Committee is responsible for reviewing the national curriculum textbooks and other textbooks included in the scope of review according to regulations, and the textbooks with strong ideological attributes must also be reported to the State Textbook Committee for review.

Provinces (autonomous regions and municipalities) set up provincial-level textbook auditing institutions, which are responsible for auditing local curriculum textbooks. Among them, textbooks with strong ideological attributes should also be sent to the Propaganda Department of the Provincial Party Committee to take the lead in political control.

The textbook publishing department should set up a special political check-up institution, build a strong team of work and experts, and mainly hire foreign experts to conduct special self-examination before editing and reviewing textbooks for formal submission, so as to ensure a good political check-up.

Sixteenth teaching materials audit institutions should be composed of experts in related disciplines, curriculum experts, teaching and research experts, front-line teachers and so on. Auditors shall meet the conditions stipulated in Items (1), (2) and (1) of Article 11 of these Measures, have a high level of policy theory, be objective and fair, and have a rigorous style of work, with the consent of the party organization of the unit where they work.

Implement the system of separation of editing and reviewing textbooks and follow the principle of avoidance.

Seventeenth education administrative departments shall, according to the construction plan of teaching materials, allocate teaching materials for trial use in a planned way.

The submission of national curriculum textbooks is carried out in a centralized way. The specific acceptance time and requirements shall be determined and announced by the education administrative department of the State Council according to the requirements of the National Textbook Committee and the actual needs of education and teaching, and the textbook writing unit shall submit the textbooks according to the announcement.

Before the national curriculum textbooks prepared by local units are submitted for trial, the Propaganda Department of the Provincial Party Committee will conduct a preliminary examination.

Textbooks written by units and personnel that do not meet the conditions stipulated in these Measures or other circumstances that do not meet the conditions for submission for trial shall not be accepted.

Eighteenth textbook audit should be based on the textbook planning, curriculum plan and curriculum standards, with reference to the specific requirements of Article 3 and Article 9 of these measures, and strictly control the political, scientific and appropriate.

The implementation of political audit focuses on the political direction and value orientation of teaching materials, and political stance, political direction and political standards should be organically integrated into the content of teaching materials, not simplified and "two skins"; Textbooks with political mistakes cannot be passed. The scope and method of trial teaching shall be stipulated by the educational administrative department responsible for organizing the examination of teaching materials, and in principle, it shall cover areas and schools with different levels of educational development. The writing unit should revise and improve the teaching materials according to the trial teaching situation and the opinions of front-line teachers.

Twenty-first of the newly compiled textbooks and textbooks revised according to the changes in curriculum standards, should be on the basis of personal careful reading, held a review meeting, collective full discussion to form an audit opinion. There are three kinds of audit conclusions: pass, resubmit and reject.

The specific audit procedures and forms shall be formulated by the organization responsible for organizing the audit.
