Binzhou High-tech Zone was established on August 2, 20091day. It is a provincial-level high-tech industrial development zone approved by the provincial government, and it is also a pioneering area for innovation and reform of science and technology system and mechanism, a demonstration and leading area for strategic emerging industries, a national-level science and technology enterprise incubation and gathering area, and a green living and leisure area in the Yellow River Delta as determined by Binzhou Municipal Party Committee and Municipal Government. Binzhou High-tech Zone, as an agency of the municipal party committee and municipal government, has the right of municipal economic construction management and county-level administrative management, and has jurisdiction over Xiaoying Street and Qingtian Street, with an area of 154 villages (residences) and an area of 156.6 square kilometers, of which the planned urban area is 83.6 square kilometers, with a permanent population of 77,000 and a floating population of 23,000, with a total population of 655.
