It is reported that the "Guiding Opinions on Accelerating the Development of High-level Talents in Universities Directly under the Central Government" (hereinafter referred to as "Opinions") issued by the Party Group of the Ministry of Education of the Communist Party of China recently. The opinion puts forward that universities in the eastern region should not be encouraged to introduce talents from universities in the central, western and northeastern regions, and support universities in the eastern region to export talents to universities in the central, western and northeastern regions to help them "transfusion" and "hematopoiesis".

In terms of strengthening the introduction of overseas high-level talents, the Opinions put forward that it is necessary to highlight the orientation of "high precision and sharp lack". Focusing on the construction of "first-class universities and first-class disciplines", we will focus on introducing first-class scientists, academic leaders and innovative teams, high-level young talents and young professionals who are active in the international academic frontier and meet the major strategic needs of the country.

Open up special channels for special talents in urgent need of shortage in the country and realize accurate introduction. Colleges and universities should scientifically formulate plans for talent introduction, and make clear the objectives, tasks, key areas and work priorities of talent introduction.
