I. Basic information

Shapingba District is a large area of science, education, culture and health in Chongqing. There are 76 schools (55 in cities and 2/kloc-0 in counties and townships) in the compulsory education stage, including 52 primary schools with 2,622 teaching staff and 43,602 students. There are 24 middle schools (including 1 consistent schools, 14 independent junior high schools and 9 senior high schools), with staff 1 1,762 students and junior high school students 1 person; Special education school 1 school, with 36 teachers and 34 students.

In recent years, under the leadership of Shapingba District Committee and District * * *, the administrative department of education, under the guidance of Scientific Outlook on Development, insists on giving priority to education, takes the education that people are satisfied with as its purpose, conscientiously implements the Compulsory Education Law and other relevant laws and regulations, vigorously integrates educational resources, further establishes a compulsory education funding guarantee system, continuously improves the conditions for running schools, and has done a lot of fruitful work to promote the balanced development of compulsory education. 1. Establish a guarantee mechanism and give priority to ensuring education funds according to law. 2. Strengthen team building and improve the quality of education and teaching. The enrollment rate of junior high school graduates is 97.3%, and the online rate of joint recruitment is 75.9%. Shaqu Education Committee won the first prize of Chongqing junior high school graduates' studies and senior high school entrance examination for four consecutive years. 3. Integrate educational resources to promote the balanced development of compulsory education. First, pay attention to system design to ensure scientific development. Strengthen inter-school exchanges, establish and improve the exchange, appointment and employment system of cadres and teachers in primary and secondary schools in the region, and adopt ways such as promotion assessment of cadres and teachers, evaluation of cadres and teachers, and subsidies for living and transportation funds to promote exchanges between cadres and teachers in the region. The third is to deepen education reform and promote high-quality development. Improve the operation mechanism, improve the "four in one" education management pattern of administrative leadership of education authorities, business guidance of continuing education colleges, service guidance of service centers and education supervision of education supervision offices, and form a joint force to promote the balanced development of compulsory education. Deepen curriculum reform, strengthen physical education, fine arts, information technology and comprehensive practice courses, and build local courses and school-based curriculum systems; Implement the five-year action plan of "learning excellent classroom" to narrow the gap between urban and rural school education quality. Innovate education evaluation, fully implement comprehensive quality evaluation and "value-added evaluation scheme of education and teaching quality", explore the establishment of supervision and evaluation system for connotation development of primary and secondary schools, and promote schools to pursue high-quality education on the basis of balanced development. Fourth, innovate the way of quality education and guide the development of school characteristics. The Opinions on the Construction of Characteristic Schools in Primary and Secondary Schools in Shapingba District was issued, and the planning and evaluation criteria for the construction of characteristic schools were formulated, so as to cultivate schools with culture and enhance their soft power. Schools in the whole region have entered the characteristic development track of "one school, one plan, one school, one charter, one school and one brand".

Second, the existing problems

(A) the total amount of educational resources is insufficient

1. The growth rate of educational resources is not synchronized with urban expansion and population agglomeration. In recent years, with the promotion of new city construction and old city reconstruction, the scale of the city has been expanding, a large number of migrants and children of migrant workers have entered the city, the number of students in compulsory education has increased rapidly, and the problem that the layout and scale of primary and secondary schools are incompatible with the rapid economic, social and urban development has become increasingly prominent.

Judging from the school layout in the urban area, the contradiction between the growing urban population and the limited educational resources in the urban area is very prominent, especially in the central area, where there is dense housing, high population density and insufficient distribution of educational resources. The primary and secondary schools in the main city are generally overloaded, and the class sizes of some key middle schools and primary schools are too large, which has formed a serious regional and structural imbalance, which has aggravated the phenomenon of school choice to a certain extent, which is in contrast with the requirements of balanced development of compulsory education.

Several high-quality brand schools in Shapingba District-Shu Ren Primary School, Shapingba Primary School, Experimental No.1 Middle School and Chongqing No.7 Middle School-are highly concentrated in the central city and the surrounding dense school districts (such as Rong Hui Hot Spring City, Longxin Tianyu Plaza, Southern Apple Pie, Huanghua New Age and Tulip International Apartment). ) form a more dense crowd and factors, and the phenomenon of "human pool" (densely populated point) brings unbearable pressure to students. There is no room for school expansion, and the population concentration is endless, which puts forward a new topic for the balanced development of education in the eastern urban area with limited capacity. For example, in the experimental primary school located in the core area of the main city, 13 mu of land carries 50 classes and 2705 teachers and students, with a high student density, with an average area of 4. 1㎡, an average class size of 48 students and a maximum class size of 59 students. The average area of the six function rooms is only 35㎡, and the playground loop is less than 200m m. Recess exercises can only be done in two batches. Another example is Yanggongqiao Primary School, which is located on the edge of the main city. At present, there are 754 teachers and students in 18 classes, covering an area of 3600m2, with an average area of only 5. 1m2, far below the national average area standard. There are a large number of migrant workers living in the cities around the school, and the task of receiving the children of migrant workers is very heavy (3 12 children of migrant workers enrolled in autumn of 2065, 438+03, accounting for 40% of the total number of students), so the school building is far from meeting the enrollment demand. The renovation and expansion project of the new school building with 36 classes and 1700 students originally planned was postponed due to the demolition problem.

According to the requirements of functional zoning, the western new town is one of the six sub-centers in Chongqing, and it is also the key expansion area of the main city in the future. It will form an industrial and population gathering area based on the sub-center of Yongcheng West City, with a population expected to exceed 600,000. With the promotion of university town, microelectronics industrial park, logistics park, a large number of new buildings and public rental housing projects, urban-rural integration, and deep integration of production cities, in recent years, the number of workers and employees in microelectronics industrial park, logistics park enterprises and new buildings (including public rental housing) that have settled in western new towns has continued to increase, and the children of floating population and migrant workers have gathered in large numbers, which has increased the pressure on education security. The contradiction between the existing school-running ability, school-running scale and enrollment demand in the western region began to appear. For example, Chongqing Chunhua Qiushi, Taipei City, Langqiao Water Town, Huaqianshu and Longhu U City are basically capped, and some of them have been handed over, but the construction of supporting primary and secondary schools has not yet taken action. The planned occupancy of Kangju Xicheng public rental housing project is about 60,000 people, and now it has occupied more than 37,500 people. In the autumn of 20 13, Kangju Xicheng Primary School enrolled 1252 children of public rental housing owners, which increased 9 classes by 5 1 1 person only in the first grade. With the occupancy of a large number of tenants in the project, the number of students has increased rapidly, and the increase area is relatively concentrated, which will inevitably bring about a serious shortage of educational resources, especially teachers.
