The Chongqing Municipal Party Committee and Municipal Government has always been very concerned about the treatment of primary and secondary school teachers. After the reform of rural compulsory education funds guarantee mechanism, the service fees of rural primary and secondary schools were cancelled, and the self-raised subsidies of schools had no source of funds. In addition, the performance pay policy of state institutions has not been implemented since the industrial reform in 2006, and the actual income of most primary and secondary school teachers has declined. In view of this situation, the municipal party Committee and the municipal government have taken a series of measures. Since 2006, the municipal finance has given an average monthly subsidy to the on-the-job teaching and administrative staff in rural compulsory education schools 150 yuan.
