Great Hall of the People: the establishment of distance open education center and the awarding ceremony of the first batch of distance open education learning centers. After two years, the Open Distance Education Center has completed the basic technology research and development of the public service system within the overall implementation framework, and developed the open distance education management platform and website, intelligent online examination system, remote reception call center system, and streaming media courseware making tools. It has laid a technical support foundation for the future operation of the public service system. In the process of implementation, the distance open education center has gradually established a series of standard documents on the operating mechanism, management and service standards of the public service system. A demonstration learning center of public service system was established in Beijing, and a series of studies on student learning support services were carried out.
At present, a socialized distance education public service system (hereinafter referred to as "open system") consisting of distance open education centers and distance open education learning centers distributed all over the country has been formed. The distance open education center has established more than 200 learning centers in 24 provinces across the country, and established cooperative relations with more than 30 majors in 14 distance education pilot universities. By the spring of 2004, more than 70 learning centers began to provide students with learning support services and management services.
