Supplementary notice of Sichuan Provincial Department of Education on network education and teaching in primary and secondary schools in Sichuan Province

Municipal education administrative department:

According to the Notice of the Party Group of the Ministry of Education of the Communist Party of China on Coordinating the Prevention and Control of Epidemic Situation in COVID-19 and the Education Reform and Development of the Education System and the spirit of the special meeting of the Party Group of the Sichuan Provincial Department of Education on February 28th, in order to further comprehensively improve the education and teaching during the epidemic prevention and control period, the supplementary notice on extending the online education and teaching work during the semester is as follows.

First, clear work ideas and orderly carry out online education and teaching.

Continue to make reasonable arrangements for school work and students to go home to study during the epidemic prevention and control period in accordance with the relevant requirements of the Notice of Sichuan Provincial Department of Education on Doing a Good Job in the Organization and Management of School Education and Teaching during the epidemic prevention and control period in COVID-19. We should pay attention to strengthening ideological guidance with patriotism education as the main content, and integrate epidemic prevention knowledge, advanced deeds education, life education, science education, health education, art education, public safety education and mental health education into online learning to promote students' all-round development in morality, intelligence, physique, beauty and labor. Local education administrative departments should co-ordinate teaching, scientific research and audio-visual education, and do a good job of "stopping classes and teaching". Under the guidance of the competent education department, all schools organize and implement it, so as to achieve a case of one school, one policy and one class. Special education schools and kindergartens do not carry out online teaching activities. Online education and teaching activities should be based on recording and broadcasting, and online guidance and online question answering should be combined. Network teaching is mainly based on TV broadcast, which avoids students' excessive use of mobile phones and computers to study and ensures the safety of broadcast and students' eyes. Schools around the country should strengthen students' family study guidance, arrange work and rest schedules reasonably, and have appropriate teaching content and teaching duration to prevent increasing the burden on teachers and students. It is necessary to further improve the construction of online learning platforms in primary and secondary schools, constantly enrich learning resources, strictly review online learning resources, and ensure the quality of resources. It is necessary to fully understand the teaching organization of each school, the TV and online learning of each student, accurately grasp the use of teaching platforms, the smooth flow of learning channels, and the basic conditions of online learning at home, and ensure that no one is missed. Special attention should be paid to the help and guidance of front-line workers' children, left-behind children, migrant children, dual-income children, children from difficult families and students with learning difficulties. For students who do not have the conditions for online learning, it is necessary to establish an accurate assistance mechanism and do a good job in the care work of "one person, one policy" in the school.

Two, strengthen the classification guidance, to ensure the effective convergence of education and teaching.

At present, online teaching is different from offline classroom teaching. Schools around the country should provide necessary support and guidance for teachers' online education and teaching. They should not only make clear what and how to teach online teaching at present, but also explore the organic combination of classroom teaching and online education after school starts. Schools and teachers should attach importance to the classified guidance of students' online education and teaching, strengthen contact with students, carry out counseling and answering questions through the internet, telephone and other means, solve the difficulties and problems encountered by students in the process of studying at home in time, and pay attention to cultivating students' autonomous learning ability. It is necessary to guide senior students to care about current affairs and politics and watch current affairs programs such as CCTV news broadcast. After the start of school, we should accurately analyze the learning situation, master the students' family learning situation, diagnose and evaluate the learning quality, and make a targeted teaching plan. For students with learning difficulties and those who have not participated in online learning for some reason, individual counseling should be implemented after returning to school to ensure that each student has a better grasp of what he has learned, and then teach new courses to prevent home-based learning from completely replacing school classroom teaching. For students who have not participated in the network courses for the lower grades of primary schools, teaching should be started from the beginning, so that the study during the postponed school year can be effectively connected with the teaching after the normal school year.

Third, optimize network resources to ensure the quality of online education and teaching.

Carrying out large-scale and organized online education and teaching is not only a test of the ability of the education system to deal with major public emergencies, but also a test of the ability of education and teaching, and it is also a drill to promote education and teaching reform by means of information technology. Schools around the country should, according to the epidemic situation, regional characteristics, school-age characteristics and the growth law of teenagers, make overall plans for the development and selection of online quality education and teaching resources, and carry out online education and teaching activities based on TV recording and broadcasting. Online educational resources used by schools all over the country shall not charge any fees to students. It is strictly forbidden to charge for hitchhiking, not to send content unrelated to education and teaching, not to conduct commercial propaganda, and to mislead students to participate in off-campus training and other activities.

The Provincial Academy of Educational Sciences and the Provincial Audio-visual Education Museum continue to set up "closed classes for teaching and learning" areas on the public service platform of educational resources in Sichuan Province, formulate study plans, and provide resources to facilitate local schools to organize online education and teaching activities. From March 9th, the provincial platform will organize famous teachers in Jinjiang District and Wuhou District of Chengdu to record the learning courses of 1-6 grade, junior high school 12 grade and senior high school 12 grade according to the principle of "the same grade, the same course and the same teacher", and organize the digital school of Chengdu Academy of Educational Sciences to record the third and third grades. Through Sichuan Telecom, Sichuan Mobile, Sichuan Radio and Television, Sichuan Unicom Internet TV Education Zone, and Sichuan Education Resources Public Service Platform "Stop Teaching and Stop Learning" Zone, on-demand and broadcasting will be launched simultaneously. The resources and services provided by the provincial platform are based on the subject curriculum standards, with the basic knowledge of the subject as the core and the core literacy of the subject as the focus. All localities can choose independently, and encourage qualified localities and schools to develop and apply better curriculum resources to carry out online teaching. Schools that choose provincial platforms to carry out online education and teaching should require class teachers and subject teachers to attend lectures of corresponding courses in order to interact with students in time.
