Responsible for personnel management and organization establishment of organs and directly affiliated units; Planning and guiding the construction of teachers and education administrative cadres in the city; To guide the reform of personnel distribution system in schools and the assessment of teachers; To organize and coordinate the training of educational administrators; Guide the employment of graduates and graduate students in normal universities.
(3) Planning and Finance Department (under the brand of Audit Department)
In conjunction with relevant departments, formulate the city's education development plan and various school construction plans. Participate in the formulation of opinions on education fund raising, education fund management and education fees, supervise the investment and use of education funds, and prepare the annual budget and final accounts of municipal education funds; To manage the financial and state-owned assets of directly affiliated schools and bureaus; Participate in the reform of the city's compulsory education funding guarantee mechanism; Coordinate the implementation of the city's primary and secondary school building safety project; To guide the student financial assistance work; Responsible for the internal audit of organs and directly affiliated units according to the prescribed authority.

Responsible for the city's basic education (including preschool education); Promote education and teaching reform and standardize school-running behavior; Formulating evaluation standards for basic education and provisions on teaching, textbook construction, junior high school academic examination, senior high school enrollment and senior high school academic level examination; Formulate policies for all kinds of students to receive compulsory education equally, and promote the balanced development of compulsory education; To guide the city's special education and ethnic education; To guide moral education, off-campus education and safety management in primary and secondary schools and kindergartens.
(5) Vocational Education and Adult Education Section
Responsible for the management of vocational education, adult education and private education in the city; Guide the layout adjustment of secondary vocational education schools in the city, and be responsible for specialty setting, enrollment, student status management and graduation certificate inspection and printing; Responsible for the daily work of the office of the joint meeting of vocational education of the municipal government; To guide the construction of township vocational education centers and urban community education; Responsible for the management of correspondence stations in colleges and universities; Coordinate and guide the layout adjustment, enrollment and management of private schools.
(6) Sports Health and Art Education Section
Guide the city's school physical education, health and health education, art and national defense education, formulate relevant policies and organize their implementation; To formulate the construction of teaching materials, teacher training and scientific research for related majors; Responsible for the investigation and testing of students' physical health in the city, and formulate relevant policies to improve students' physical fitness; Responsible for organizing student sports competitions and art exhibitions; Draw up the city's sports entrance examination plan and guide its implementation; Coordinate and guide the military training of schools in the city.
(7) Ideological and Political Work and Publicity Section
To guide the ideological and political work, moral education and spiritual civilization construction of all kinds of schools at all levels in the city. To guide the construction and assessment of teachers' professional ethics in the city; Responsible for the publicity and education of the city's education system.
(8) Teacher Training Institute
Responsible for the city's primary and secondary schools (including kindergartens) teacher education and training, principal job training and continuing education; Coordinate and guide the teaching management of secondary normal education and teachers' further education schools; Responsible for language and writing work; Responsible for teacher qualification certification.
