Coordinating the layout structure of urban and rural education needs to further optimize the overall layout of urban and rural and regional schools, so that the limited educational resources can fully realize the best combination of efficiency and fairness in the overall reform. To coordinate the layout of urban and rural education, we should focus on the following aspects: first, implement the action plan of building a strong education area (county); Second, the research on the status quo, problems, models and strategies of the balanced development of urban and rural education between regions; Third, the research on the present situation, mode and strategy of the balanced development of urban and rural education in the implementation areas (counties and autonomous counties); Fourthly, the status quo, problems, models and strategies of coordinated development of urban and rural education in counties (autonomous counties); Fifth, the research on the development model and strategy of urban and rural education in metropolitan area and pan-metropolitan area; Sixthly, study on the mode and strategy of coordinating urban and rural education development; Seventh, research on the theoretical system of the coordinated development of urban and rural education.

2. Establish a regional higher education investment balance mechanism.

China's higher education has established a higher education management system which is jointly managed by the central and provincial governments and dominated by the provincial government. Central and local financial allocations are the main source of funds for running higher education, and the government is the main distributor of higher education resources. However, due to the large gap in the economic development level between provinces and cities, the investment in higher education among provinces and cities has become polarized. In order to narrow or even reduce the differences in regional higher education investment capacity, we must gradually improve the higher education investment system on the premise of "running schools at two levels of higher education" so that the central government can appropriately share the higher education investment of provincial governments in the central and western regions.

3. Establish a balanced mechanism for regional higher education personnel training.

The purpose of establishing a balanced mechanism of regional higher education talent training is to solve the problem of widening the gap between provincial and municipal college entrance examination scores due to unreasonable layout of higher education, and the problem of the loss of local educational resources caused by the flow of college graduates to economically developed areas. Specifically, it includes: First, colleges and universities affiliated to the Ministry of Education appropriately expand the enrollment ratio of candidates in the central and western regions, and reduce the enrollment pressure of higher education in the central and western regions. Second, college students who are employed in economically developed areas and graduated from universities in the central and western regions need to compensate their training costs appropriately.
