In order to do a good job in school enrollment in the compulsory education stage of the whole region in 20 15 years, this opinion is formulated with the consent of the district party Committee and the district government.

I. Guiding ideology

Guided by the spirit of the xx Congress of Nanjing, the third middle school and the xx plenary session of the xx Congress, we will conscientiously implement the Guiding Opinions on School Enrollment in the Compulsory Education Stage of 20 15 in Nanjing (Ning Jiao [20 15] 18) and the Opinions of the Provincial Government on Deepening the Quality and Balanced Development of Compulsory Education.

Second, the basic principles

(A) the principle of regional management

The district education bureau and the street scientifically divide the teaching areas, and each school undertakes the task of enrolling students in the teaching areas, implements the policy of compulsory education without taking an exam and enrolls students nearby, and strictly manages the enrollment plan in accordance with the scale of compulsory education approved by the district education bureau. On the basis of ensuring the enrollment of students in the teaching area, we will implement the prescribed class size and standardize the management of student status.

(2) The principle of standardization according to law

Schools should announce the nature, scale, enrollment plan and teaching area of compulsory education to the public, and take the initiative to accept social supervision. No school may organize itself or cooperate with social training institutions to organize various examinations for the purpose of selecting students; It is not allowed to enroll students based on the results of competitions in various disciplines; It is not allowed to sign a contract to enroll students in advance; Experimental classes, key classes and fast and slow classes shall not be set up separately in any name; Do not accept any donations linked to admission.

Third, enrollment methods

(1) public schools

1. Master Plan

Make our enrollment plan around the goal of high-quality and balanced development of compulsory education to ensure that school-age children and adolescents receive compulsory education. Promote the balanced distribution of educational resources within the jurisdiction by scientifically delineating teaching areas, coordinating the flow of teachers, merging and hosting, and running schools in groups. Take measures such as controlling the enrollment scale of hot schools and allocating spare places by computer to ensure that the nearest entrance of 20 15 compulsory education meets the requirements of relevant documents of the provincial government.

2. Special students (junior high school)

Junior high schools approved by the provincial education administrative departments should recruit students with sports and art specialties according to the plan issued, and other schools may not recruit students in the name of special students. Schools that recruit special students in sports and art shall be organized by the municipal and district education administrative departments to test and enroll their professional level.

3. Policy care objectives

In the process of compulsory education, appropriate care should be given to the following objects: children of martyrs; Children of soldiers and policemen killed in the line of duty; Children of active servicemen in counties (cities), desert areas, three types of remote areas determined by the state and special first and second types of island troops determined by the army; Children of national model workers and those who have made important contributions to local economic and social development.

Children of overseas Chinese and children of compatriots from Hong Kong, Macao and Taiwan shall be enrolled by the District Education Bureau according to the relevant documents of the state, province and city.

The above-mentioned caregivers must register at the General Education Department of the District Education Bureau within the specified time (Address: Room 669, Yin Tian Avenue, Jiangning District 1 13, Tel: 522800 14), and the District Education Bureau will make overall arrangements for admission.

4. Children and adolescents with disabilities

All schools should conscientiously implement the Regulations on Education for the Disabled and the Opinions of Nanjing Municipality on Learning Disabled Children and Teenagers in Regular Classes, adhere to the principle of "zero rejection" in compulsory education for disabled children and teenagers, actively do a good job in publicity, investigation and mobilization of disabled children and teenagers, and actively assist guardians of disabled children and teenagers in this school district to make reasonable arrangements for their admission. Children with mental retardation can attend regional special education schools, children with visual impairment can be listed as schools for the blind, and children with hearing impairment can be listed as schools for the deaf. The above-mentioned children and adolescents who have the ability to study in regular classes after education evaluation and diagnosis can also apply for studying in regular classes in schools in the teaching area.

5. Children of migrant workers

Actively and steadily do a good job in enrolling children of floating population, and ensure that children of floating population who meet the policy conditions receive compulsory education.

(2) Private schools

Support private schools to run schools according to law. Private primary schools are exempt from examinations and enroll students as planned. Private junior high schools strictly examine and approve enrollment plans. When the number of applicants exceeds the enrollment plan, two forms are adopted: computer allocation and independent enrollment. In 20 15, the ratio of computer allocation to independent enrollment is 2: 8, which will be gradually adjusted to all independent enrollment. The enrollment plan of each private school shall be audited by the district education administrative department, reported to the Municipal Education Bureau for the record, and announced to the public.

(3) Other circumstances:

The enrollment plan for junior high schools in Nanwai this year is 320 students. Enrollment still adopts the method of "computer allocation+English proficiency test", and it is not allowed to sign up for enrollment in advance.

This year, the Municipal Education Bureau will revise and improve the enrollment plan for foreign students, strive to form and publish a new enrollment plan for foreign students before the end of the year, and comprehensively integrate the enrollment methods of similar foreign language schools in China in 20 17 years.

Fourth, the job requirements

1. Strengthen leadership and implement it uniformly.

The District Education Bureau set up a leading group for enrollment of compulsory education schools, worked out a work plan, unified the enrollment rhythm, did a good job in enrollment propaganda and policy interpretation, and standardized and orderly enrollment of compulsory education schools.

Primary and secondary schools and private schools in all districts should set up a leading group composed of principals, vice principals, directors of education and school administrators to be responsible for the enrollment of the school.

Under the leadership of the street, the primary and secondary schools in each street set up a leading group for enrollment work, strictly implemented these guiding opinions, and took charge of the enrollment work of all schools.

2. Strengthen supervision and discipline.

The District Education Bureau will establish a strict supervision system, improve the accountability mechanism and strengthen the management of the enrollment process. Organize a special inspection team for enrollment work to supervise the enrollment work. If illegal enrollment and illegal fees are found, once they are verified, they will be resolutely investigated and punished, and the qualifications for evaluation, commendation and reward of relevant schools and individuals will be cancelled. If the violation is serious, the responsibility of the relevant personnel will be investigated according to the cadre management authority.
