Teachers' rights and obligations are unified and inseparable. While enjoying certain rights, teachers must also fulfill certain obligations. Generally speaking, the more rights a teacher enjoys, the higher the requirements for his quality. Accordingly, the heavier the responsibilities a teacher must bear and the more obligations he will perform. The so-called teacher's obligation refers to the legal restrictions that teachers must or must not engage in certain behaviors in educational and teaching activities. Article 8 of the Teacher Law of People's Republic of China (PRC) stipulates that teachers must perform the following obligations:

1, abide by the Constitution, laws and professional ethics, and be a teacher;

The rights and obligations stipulated in "People's Republic of China (PRC) Teachers Law" are the rights and obligations in the legal sense arising from educational and teaching activities set by educational legal norms, and are the rights and obligations of a specific profession. Teachers' rights and obligations begin with their qualifications as teachers and their employment in schools or other educational institutions and end with their dismissal.

Second, the conditions of teachers' professional specialization.

Teachers' professional development refers to the process of teachers' professional maturity, gradually reaching professional standards and obtaining corresponding professional status. It is not only the condition and guarantee of teachers' individual professional development, but also the final symbol of teachers' professional specialization. A country often has clear regulations on the profession of teachers, such as the requirements for academic qualifications and teacher qualification certificates. Article 10 of the Teacher Law promulgated by China stipulates: "The state practices a teacher qualification system. China citizens who abide by the Constitution and laws, have good ideological and moral character, have the qualifications stipulated in these regulations or passed the national teacher qualification examination, have educational ability and are recognized as qualified can obtain teacher qualifications. Teachers' professional quality refers to the professional quality that teachers need when they are engaged in teaching profession, which reflects the requirements of a particular profession for practitioners in terms of ideology, morality, knowledge and skills, experience, personality and physical quality.
