(Guangzhou Daily 10, 16) In my opinion, the biggest reason for implementing "12 compulsory education" is to solve the "bottleneck" problem of senior high school education at present; Its most practical significance lies in that it can help more poor high school students complete their middle school studies. As we all know, at present, China's high school education is in the middle stage between compulsory education and university education, which is neither statutory compulsory education nor higher education strongly supported by the state, making high school education a weak link in the whole national education chain. According to Deng Pudong, member of the CPPCC and vice chairman of the Guangxi CPPCC, "in some places in the west, the government did not invest a penny in high schools in 10". The survey shows that at present, the enrollment rate of junior high school graduates in China is only 52.9%, and nearly half of junior high school graduates cannot receive high school education. High school education has become a "bottleneck" affecting the construction of the whole national education system, the quality of higher education and the improvement of the whole national quality. Due to the government's insufficient investment in high school education, the tuition and fees of high school education in many areas are staggering. However, high school students cannot be exempted from tuition and miscellaneous fees and enjoy various preferential policies for aiding students. This makes a large number of poor high school students exist in some economically underdeveloped areas, and their situation is no worse than that in universities. Many poor high school students drop out of school because they can't afford tuition. From the above, the implementation of "12 compulsory education" is of great significance and should become a new goal of China's education development. Of course, some people worry that at present, in some economically underdeveloped areas, even nine-year compulsory education has not really been realized. What about "12 compulsory education"? The author thinks that, first of all, due to the large gap in economic level between regions in China, "12 compulsory education" can be implemented in a planned and step-by-step manner; Secondly, whether it is nine-year compulsory education or 12-year compulsory education, it depends on the state and governments at all levels to increase investment in education.
