Regulations on Ethnic Education in Honghe Hani and Yi Autonomous Prefecture, Yunnan Province
Article 1 In order to develop ethnic education, improve the scientific and cultural quality of ethnic minorities, and promote economic development and social progress, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy, the Education Law of the People's Republic of China and other relevant laws and regulations, combined with the actual situation of Autonomous Prefecture. Article 2 The ethnic education mentioned in these Regulations refers to all kinds of education for ethnic minorities within the administrative area of Autonomous Prefecture.

The border counties mentioned in these Regulations refer to Jinping Miao, Yao, Dai Autonomous County, Pingbian Miao Autonomous County, Hekou Yao Autonomous County, Yuanyang County, Honghe County and Lu Chun County; The range of remote mountainous areas in the mainland shall be determined by the people's government of the Autonomous Prefecture. Article 3 The education administrative departments of the people's governments of autonomous prefectures and counties (cities) shall be in charge of ethnic education within their respective administrative areas, and the ethnic work departments shall coordinate with other relevant departments. Article 4 The people's governments of autonomous prefectures and counties (cities) must give priority to ethnic education in a strategic position, establish a well-structured ethnic education system with coordinated development of basic education, vocational education, adult education and higher education, and comprehensively improve the quality of the educated.

The people's governments of autonomous prefectures and counties (cities) shall, according to the actual economic and social development in the region, formulate plans for the development of ethnic education, rationally adjust the scale of development, and develop ethnic education through boarding schools, semi-boarding primary and secondary schools, ethnic departments (classes), ethnic middle schools (secondary normal schools), ethnic preparatory classes and other forms of running schools. Fifth Autonomous Prefecture to implement nine-year compulsory education, to ensure that minority school-age children and adolescents receive compulsory education for a specified number of years. Rural primary and secondary schools should be relatively centralized, pay attention to economies of scale and improve the quality of education.

Rural primary schools should create conditions to hold pre-school classes, educate pre-school children and help minority students overcome obstacles in learning Chinese.

People's governments at all levels should organize relevant departments to eliminate illiteracy among young people, set up adult cultural and technical schools in townships (towns) and administrative villages (offices), implement the combination of agriculture and education, and carry out practical technical training in rural areas. Article 6 In areas inhabited by ethnic minorities who are not familiar with Chinese, teaching should be assisted by ethnic minority languages. If there is a national language with common standards, we should respect the wishes of the nation and use the national language to literacy. Article 7 People's governments at all levels should attach importance to the construction of primary and secondary schools in border counties and remote mountainous areas in the mainland, ensure the applicability and safety of school buildings and other basic teaching facilities, and gradually realize the standardization and standardization of school conditions. Eighth people's governments at all levels should improve the working and living conditions of teachers, so that teachers have dormitories, kitchens and offices; Teachers' residential areas can be established in counties (cities) and townships (towns) with good conditions. Ninth college graduates and above who teach in border counties and remote mountainous areas in the mainland enjoy the following benefits:

(a) the trainee salary is not implemented. In addition to the normal promotion salary, the salary of professional and technical posts can be raised by one level every five years, and its floating salary is fixed when retiring;

(two) their children enter the national schools at all levels, and the admission conditions are the same as those of local minority candidates;

(three) in the local work for more than 20 years, according to the total annual salary to give a one-time housing subsidy. Article 10 Teachers who work in frontier counties and remote mountainous areas in the mainland shall enjoy allowances for hardship areas. The subsidy standard shall be formulated by the people's government of the Autonomous Prefecture. Eleventh autonomous prefectures and counties (cities) education administrative departments shall formulate teacher training plans and regularly organize teachers to go to frontier counties and remote mountainous areas in the mainland for training and further study. The training funds for primary and secondary school teachers shall be implemented in accordance with relevant regulations. Twelfth teachers should hold relevant certificates. Teachers who fail to pass the training examination shall be adjusted by the relevant departments. Thirteenth higher and secondary normal schools in the autonomous prefecture should increase the enrollment quota of minority students. In the border counties and remote mountainous areas in the mainland, the directional enrollment system for minority students will be implemented, and students will return to teach locally after graduation.

All kinds of adult higher education schools in Autonomous Prefecture shall recruit a certain proportion of minority students and give them proper care. Fourteenth autonomous prefecture belongs to the secondary specialized schools and normal schools, giving appropriate admission to minority students; Candidates from individual remote and poor villages can be admitted by special means. Schools should organize make-up classes for students with low grades and students with special admission.

Ethnic preparatory classes of Autonomous Prefecture Ethnic Senior High School, Gejiu No.1 Middle School, Jianshui No.1 Middle School and Mengzi Normal College mainly recruit rural minority students from border counties and remote mountainous areas in the mainland; Conditional inland counties (cities) No.1 Middle School should hold ethnic high school classes for inland frontier counties and remote mountainous areas. Fifteenth Autonomous Prefecture of the following compulsory education stage of rural household registration students free of miscellaneous fees and textbook fees:

Students in border villages;

(2) Poor students in border counties and remote mountainous areas. Sixteenth Autonomous Prefecture People's government set up special funds for living allowances for minority students with difficulties, and the scope of subsidies is:

(1) Boarding and semi-boarding primary and secondary school students;

(2) students of ethnic affairs department (class);

(3) ethnic preparatory students;

(four) the mainland border counties and remote mountainous rural hukou undergraduate students with difficulties (limited to one-time admission subsidies).

The above-mentioned student living allowance standards shall be formulated by the people's Government of the Autonomous Prefecture.
