All normal graduates from normal universities directly under the Ministry of Education are arranged to teach in primary and secondary schools. After graduation, normal students at public expense generally return to primary and secondary schools in their native provinces to teach, and promise to engage in primary and secondary education for more than 6 years.
The state improves the guarantee system and mechanism in enrollment, salary distribution and treatment implementation, so as to ensure the smooth employment and peace of mind of normal students at public expense. The provincial education administrative department should incorporate the on-the-job training of normal students at public expense into the "national training plan" and "provincial training plan".
Strengthen the new induction training and post competency training of public-funded normal students, and continue to support the professional development and lifelong growth of public-funded normal students. All localities should implement preferential policies such as living allowance for rural teachers and allowance for hard and remote areas, provide necessary working and living conditions such as office space and circulating dormitory for teachers at public expense to teach in rural areas, and attract teachers at public expense to teach in rural primary and secondary schools after graduation.
Normal students at public expense have been engaged in primary and secondary education for not less than 6 years after graduation. Encourage and support public-funded normal students to teach for a long time and for life. Normal students at public expense should strictly fulfill the agreement. Those who fail to engage in primary and secondary education as agreed must refund the public education fees they have enjoyed and pay liquidated damages.
After completing one semester's teaching according to the agreement, the tuition-free normal students in the Normal University directly under the Ministry of Education can study for a master's degree in part-time education without examination. Chongqing public-funded normal students are not allowed to apply for full-time graduate students during the service period stipulated in the agreement.
