Professional and technical personnel refer to those who, in accordance with the national laws and regulations on talents, have passed the national unified examination of the national personnel department, been registered and filed by the competent national ministries and commissions, and obtained the registered practice certificate, engaged in professional and technical work in enterprises and institutions, have the above-mentioned practice certificate and engaged in professional and technical management, and have their professional and technical titles assessed before 1983, or obtained the national administrative personnel qualification and professional and technical practice certificate after 1984.

Kunming University of Science and Technology, founded in 1954, located in Kunming, Yunnan Province, is a university jointly established by the Bureau of Science, Technology and Industry for National Defense and the People's Government of Yunnan Province. The school has successively been selected as one of the national "Basic Capacity Building Project for Colleges and Universities in the Midwest", the national "Key Discipline Project with Characteristics", the education and training plan for outstanding engineers of the Ministry of Education, the universities receiving scholarships from the China Municipal Government for overseas students, the national postgraduate project for building high-level universities, the national innovation experiment plan for college students, the national innovation and entrepreneurship training plan for college students, and one of the first batch of new engineering research and practice projects of the Ministry of Education.
