Responsibilities of Xiaogan Civil Service Bureau:

(a) the implementation of national and provincial policies and regulations on human resources and social security; To formulate supporting laws and regulations on human resources and social security and implementation measures, formulate the city's human resources and social security development plan and annual work plan, and organize the implementation, supervision and inspection.

(two) to formulate the relevant provisions of the city's human resources market development planning and human resources flow and organize their implementation, establish a unified and standardized human resources market and be responsible for supervision and management, promote the rational flow and effective allocation of human resources, and strengthen regional talent cooperation.

(three) to formulate and organize the implementation of urban and rural employment development planning; Take the lead in formulating the relevant regulations on the employment of college graduates, improve the public employment service system, formulate the annual use plan of special funds for employment and re-employment, formulate the employment assistance system, and promote entrepreneurship to drive employment.

(four) to co-ordinate the establishment of a social security system covering the urban and rural areas of the city. Formulate long-term and annual plans for the development of social insurance in the city, coordinate the relevant provisions of urban and rural social insurance in the city and organize their implementation, formulate unified implementation measures for the continuation of social insurance relations in the city, and do a good job in coordinating the basic old-age insurance for employees at the provincial level.

(five) responsible for the city's vocational ability construction. Coordinate the establishment of a vocational training system for all workers, coordinate the establishment of a continuing education system for professional and technical personnel, formulate training and incentive measures for management talents, professional and technical talents, high-skilled talents and rural practical talents, and organize their implementation.

(six) the implementation of wage income distribution, welfare benefits and retirement related policies of organs, enterprises and institutions; Do a good job in the normal wage growth and payment guarantee mechanism of employees in organs, enterprises and institutions in the city; Responsible for drafting and publishing the wage guidance price in the labor market, and supervising and inspecting the implementation.
