In order to effectively prevent the school bullying incident, maintain and guarantee the stable development of the school, and ensure the normal operation of education and teaching, this plan is formulated according to the spirit and requirements of the notice of the Shanghai Municipal Education Commission and the Education Supervision Office of the Shanghai Municipal People's Government on implementing the special governance work of school bullying by the District Education Bureau and the District Education Supervision Office, and in combination with the actual situation of our school.

I. Guiding ideology

Three. work arrangement

This special treatment is divided into two stages.

The first stage: June-September, 20 16.

1. Develop education. Organize the teaching and administrative staff to concentrate on the relevant policies, measures and methods for preventing and handling the school bullying incident.

2. Theme class meeting. Organize students to discuss and reflect on the theme of "abiding by discipline and law, cherishing life and building a safe campus together", combined with some recent events in school bullying and according to the actual situation of our school. Through the class meeting, help students to establish the concept of discipline and legal system, establish good interpersonal relationships, and learn to communicate with others.

3. Improve the system. Formulate and improve school bullying's prevention and treatment systems and measures, establish an emergency response plan for the school bullying incident, and clarify the responsibilities of faculty and staff in relevant positions to prevent and deal with school bullying.

4. Strengthen prevention. Strengthen the construction of civil air defense, physical defense and technical defense in school bullying, make full use of the psychological consultation room to carry out psychological health counseling for students, announce the telephone number of student assistance or school bullying governance, and designate the person in charge.

5. Check and file. The school moral education leading group, the class teacher and the class teacher should attach great importance to the investigation and resolution of contradictions among students. Class teachers and classroom teachers should keep abreast of students' ideological trends through heart-to-heart communication with students, carefully investigate contradictions and disputes among students, and do a good job in resolving contradictions to avoid intensification and excessive behavior. It is necessary to strengthen the education and management of students from special families, find out the base, file files, actively make good use of the communication platform between home and school, and carry out targeted assistance and education work. We should pay special attention to students' schoolwork and psychological burden to prevent accidents due to excessive schoolwork burden and psychological pressure. It is necessary to carefully investigate the key objects and personnel who have disputes and grievances with schools, teachers and parents of students, people with psychological abnormalities, and people with violent tendencies or excessive behaviors. Relevant departments and teaching staff carry out their duties and responsibilities, and resolutely prevent the tendency of non-implementation of regulations, non-implementation of systems and non-accountability.

2. Strictly implement the "one-vote veto system" for safety education management quality, so as to standardize and institutionalize safety education management.

In recent years, there have been many school bullying incidents in which students intentionally or maliciously bullied and insulted each other through physical means, language and the Internet, which seriously damaged students' physical and mental health and aroused great concern in society. In order to strengthen the prevention and treatment of the school bullying incident, this plan is formulated according to the Notice of the Office of the Education Steering Committee of the State Council on the Special Treatment of school bullying (State Education Supervision Letter [2065438+06] No.22) and the Education Supervision Office of the District People's Government on Forwarding (Du [2065438+06] No.3), combined with the actual work.

I. Governance purposes

Through the special governance of school bullying, we should strengthen the education of legal system and socialist core values, strictly abide by school rules and disciplines, standardize students' behavior, promote students' physical and mental health, guide the majority of primary and secondary school students to establish correct values and outlook on life, enhance their awareness of obeying laws and regulations, and build a peaceful and harmonious campus.

Make full use of school meetings, parent-teacher conferences, campus networks, school electronic screens, bulletin boards and WeChat public platforms to publicize the special governance work in school bullying. Before the summer vacation and after the start of school, the school should hold a class meeting with the theme of school bullying governance, hold a special flag-raising ceremony and organize special lectures, focus on publicizing relevant laws, regulations and preventive measures to teachers and students, and constantly promote the implementation of special governance work.

(3) Strengthen prevention and improve various systems. Schools should formulate and improve school bullying's prevention and treatment systems and measures, establish emergency response plans for school bullying events, clarify the responsibilities of relevant post staff to prevent and deal with school bullying, strengthen the construction of civil air defense, physical defense and technical defense in school bullying, and make full use of the school's psychological counseling room to carry out psychological health counseling and counseling for students; Schools should set up a telephone number and a report email address in school bullying, announce the rescue telephone number to all students and specify the person in charge, timely discover, investigate and dispose of the school bullying incident, and severely deal with students who bully. Anyone suspected of violating the law and committing crimes shall report the case to the public security department in time and cooperate with the investigation.

(4) Investigation, self-examination and self-correction. Before the summer vacation, schools should conscientiously carry out self-examination and self-correction of special treatment in school bullying, conduct comprehensive investigation and diagnosis of hidden dangers and contradictions and disputes on campus, establish a ledger for investigation of hidden dangers and contradictions and disputes, and conduct a comprehensive self-examination of the development of special education activities, the implementation of rules and regulations, the strengthening of prevention work, and the occurrence and handling of the school bullying incident.
