(2) Strengthen the condition guarantee. Education administrative departments at all levels and schools at all levels should strengthen the construction of curriculum reform conditions under the overall leadership of governments at all levels. Teachers' implementation of curriculum ability training should be the focus of teachers' training at all levels such as "National Training Plan". According to the responsibilities and tasks, it is necessary to provide necessary guarantee for curriculum reform in terms of funds, personnel and information technology means.
(3) Improve the incentive mechanism. Take effective measures to fully stimulate the enthusiasm and creativity of educators in curriculum reform. The Ministry of Education and all localities regularly carry out outstanding teaching achievements and famous teachers' selection activities, and take the achievements of studying and solving key and difficult problems in curriculum reform as an important part of the selection. Summarize the typical experience and outstanding achievements of popularizing curriculum reform. Major research tasks in curriculum reform are included in the relevant social science research projects of the Ministry of Education and local governments, and experts and scholars are encouraged to actively participate in curriculum reform research. The project undertaker should recognize the project achievements as important scientific research achievements and reward outstanding achievements that have made breakthrough progress. Incorporate the implementation of curriculum reform as an important content into the work assessment scope of local education administrative departments and schools.
