In order to implement the national three-level curriculum management policy and guide schools to carefully set up local and school curricula, according to the spirit of the Outline of Basic Education Curriculum Reform of the Ministry of Education (for Trial Implementation) and the Outline of Local and School Curriculum Implementation of Compulsory Education in Shandong Province (for Trial Implementation), the following opinions are put forward on the local and school curriculum setting of primary and secondary schools in the compulsory education stage, and all localities and primary and secondary schools are requested to conscientiously implement them.

I. Total class hours of local and school courses. According to the national regulations and the actual situation in Shandong, our province has arranged and comprehensively utilized local courses, school courses and comprehensive practical activities (including information technology, community service, social practice and labor technology education) in the compulsory education stage, accounting for 16.8% of the total nine-year class hours, which is about 1600 class hours according to the calculation of 36 weeks of class hours in each academic year. Second, about the scope of local courses. The local curriculum in our province consists of three areas: national culture, social inquiry and natural inquiry. There are several courses under each area, and each course is generally 18 or 36 class hours. Information technology education is a relatively independent discipline and a local course. Community service and social practice can be arranged separately as school courses or in combination with local courses.
