What changes have taken place in the newly revised Higher Education Law?
The new compulsory education law has seven highlights: First, the new law further clarifies the public welfare, unity and obligation of compulsory education in China. These are the three basic attributes of compulsory education. Second, the state adopts a new funding guarantee mechanism for compulsory education, which is first reflected in the investment in compulsory education. In the past, involving government investment, it was often easy to understand that the county government was responsible, but the actual situation was that the county government did not have enough capacity to undertake it. The new law clearly stipulates that "the funds for compulsory education shall be shared by the State Council and local people's governments at all levels according to their responsibilities, and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the overall implementation. The funds required for compulsory education in rural areas shall be shared by the people's governments at all levels according to the regulations of the State Council, by project and in proportion. " Third, the new law clarifies the management mechanism of compulsory education. Fourth, in order to promote the balanced development of compulsory education, the new law takes various measures to ensure that school-age children receive compulsory education equally. For example, "school-age children and adolescents are exempt from testing. Local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered. " "The standard of per capita public funds for students in special education schools (classes) should be higher than that for students in ordinary schools." "Ensure that disabled school-age children and adolescents with family financial difficulties receive compulsory education." Fifth, the new law further promotes the implementation of quality education and clarifies the quality requirements of compulsory education. Chapter V Education and Teaching requires promoting students' all-round development and ensuring the quality of education and teaching. Sixth, the new law has made new and clear provisions on the status and treatment of teachers in compulsory education. Seventh, the new law has made special provisions on the problems of difficult and expensive schooling.
