Investigation Report on the Development of County Education —— Innovating the Concept of Education Development to Promote the Development of County Economy According to the unified arrangement of the municipal party committee and the municipal government on the investigation of education development, recently, we organized relevant personnel of county education, personnel, finance, editorial office and other departments to investigate the development of county education. Judging from this survey, in recent years, the educational development in our county has made gratifying achievements, but there are still some problems that cannot be ignored. How to effectively solve these problems and further accelerate the development of education, from the perspective of grassroots, talk about some superficial understanding and views.
First, the development of the county is a large county with a vast territory and a large population, and it is also a big county for education. The county has a total population of 973,000, governs 40 townships and 854 villages (neighborhood committees), with a total area of 444 1 km2. Through this survey, we have basically found out the relevant situation of the county's education development:
(1) Information of educational institutions. There are a total of 88 public schools/kloc-0, including 3 complete high schools, 3 ordinary high schools, 47 junior high schools, 37 central primary schools, 98 complete primary schools, 93 teaching points, 383 pre-school kindergartens (classes) and vocational secondary schools/kloc-0. There are 65 private schools, including 3 private vocational schools, 59 private kindergartens and 2 state-owned private schools.
(2) students. There are 102024 students in the county, including 48 pupils151person, 38,694 junior high school students and 65,438 senior high school students +05 179 kindergarten children. It is estimated that there will be enough students this autumn, including 7,500 primary school students, 9 166 junior high school students and 3,556 senior high school students.
(3) Education investment. In recent years, our county has actually increased its investment in education. Since 2003, the county has invested 229 million yuan in education (including 54 1 10,000 yuan from higher authorities), including 2 1. 1 10,000 yuan for teachers' salaries, 900110,000 yuan for renovation of dilapidated buildings, 2.59 million yuan for poverty alleviation, 2.32 million yuan for policy subsidies and 68 million yuan for trade unions. According to preliminary statistics, in the past three years, the county has built 74,508 square meters of new school buildings and renovated 5 1.697 square meters of dangerous buildings.
(4) the situation of the teaching staff. There are 10508 teachers in the county, including 2949 retired teachers and 7559 in-service teachers (including 1 185 teachers). Among the in-service teachers, according to the length of teaching, senior high school teachers 17 19, junior high school teachers 2 107, primary school teachers 3,733, and shunt teachers1/85. According to the educational level, there are 7 graduate students, 4,042 college students, and 2 technical secondary schools or below. According to the grade of professional titles, there are 235 senior professional titles, 3388 intermediate professional titles and 3936 junior and below professional titles; According to the age structure, there are 1800 people under 30 years old, 3,994 people between 30 and 45 years old, and 1765 people over 45 years old.
(5) the quality of education. In the past three years, the quality of education in our county has improved steadily. Quality education has achieved remarkable results. The qualified rate of moral education evaluation of students in the county is 99.8%, the crime rate of primary and secondary school students is 0, the qualified rate of high school students' sports is 98.3%, the qualified rate of junior high school students' sports is 98.7%, and the qualified rate of primary school students' sports is 98.9%. The results of college entrance examination are gratifying. In three years, 935 1 person registered for the college entrance examination, and 7,852 people were officially admitted, with an admission rate of 83%, including 3,000 undergraduates and 4,677 specialists. The establishment of the campus is fruitful. At present, County No.1 Middle School is rated as a provincial model school, and county vocational secondary school is rated as a national key vocational secondary school. There are also 3 1 municipal demonstration schools and 14 municipal famous schools in the county. The private Wuling College of Continuing Education has been rated as an excellent unit by the municipal education department for eight consecutive years. At present, County No.1 Middle School is trying to establish a national model school, and County No.9 Middle School is trying to establish a provincial model school.
Second, the existing problems.
(A lack of superior resources, affecting the quality of teaching. Judging from the total amount of educational resources in the county, the educational resources in our county can fully meet the needs of educational development in the county. However, in recent years, with the development of social economy and the increasing demand for quality education, the superior educational resources in cities and towns, especially in counties, have become insufficient. Pupils in No.1 Middle School, No.9 Middle School and Zhangjiang, located in Zhangjiang Town, the county town, have to study under the traditional exam-oriented education mode, with heavy academic burden and great mental stress, which seriously affects the quality of education and teaching and the healthy growth of teenagers.
(B) The bad educational environment has hindered the development of teaching.
First, the environment of functional departments is not excellent. Although the city has already promulgated the "Twenty Articles on Education" and "Five Protection Systems", in practice, some departments and units have not implemented them enough, and a few departments even openly claim that they are line management units, and the city's policies are invalid for them. Judging from the situation reflected by the school, 10 many departments check, charge and fine in various names in the school all the year round. Because many departments are line pipe units, the county can't coordinate, and some departments have great interests for the school, which leads to the misery of the school. In the past three years, a functional department has imposed a fine of nearly 800,000 yuan on county-owned schools in our county. * * No.3 Middle School was charged by some functional departments, with an average annual fine of RMB 6,543.8+0.5 million, and No.4 Middle School was fined RMB 6,543.8+0.5 million by a department in March this year.
Second, the surrounding environment of the school is not excellent. Internet cafes, video halls, billiards rooms and illegal stalls specialize in student business, and some even collude with management departments to play the game of "cat and mouse". Although the school strives to strengthen management, it is impossible to prevent it. Robbery, extortion and even kidnapping against students also occur from time to time. Although the county government organizes public security, traffic police, culture, urban management, health, industry and commerce and other functional departments to carry out several special inspection and rectification activities every year, it has not fundamentally solved the problem. A few people around the school often disturb the order of the school and take the opportunity to extort money, which seriously hinders the development of the school. For example, since the official opening of private Lotus Primary School in the second half of last year, there have been many incidents in which the surrounding people blocked chimneys and threw stones at canteens. In particular, in order to further expand the scale of running a school, the school plans to requisition new land in the surrounding areas. However, individual units and individuals ask for a card, and the school can only look at the ocean and sigh. Third, there are great hidden dangers in education security. The education line is long and wide, and security problems cannot be prevented. Although the superior has promulgated the Measures for Handling Student Injury Accidents, it is not a law and the specific operability is not strong. As long as students have safety accidents at school, no matter what the reason, the school will almost take full responsibility and bear heavy economic burden and mental pressure, which makes the education authorities and schools afraid to organize large-scale activities. Fourth, the implementation of quality education is not enough. Although the country has been promoting quality education, it is necessary to comprehensively evaluate schools, teachers and students. But in fact, parents, schools, social and higher education departments still pay attention to cultural achievements and enrollment rate when evaluating education level and students, and the college entrance examination system is still "one exam for life". Because the top-down quality education has not been really implemented, schools, teachers, students and parents are under great pressure, which leads to problems such as competing for key classes, making up lessons on holidays, and ranking students in compulsory education in disguise. For example, teachers in No.1 Middle School have to attend more than 28 classes a week on average, and they can't rest normally on weekends and holidays. Students in junior high schools and senior high schools in the county are only allowed half a day off every week. Due to the great pressure of students, a small number of students are psychologically unbalanced, and puppy love, alcoholism, * and other phenomena are common. For example, there was a vicious incident in which a student killed a teacher in No.9 Middle School.
(3) The unfair education policy affects the coordinated development. First, the charging policy is unfair. The current charging policy is to help the strong but not the weak, the standards of key schools are higher than those of ordinary schools, and compulsory education is still "charging" education, which leads to the phenomenon of "the weaker the poorer" and the heavy educational burden of rural parents. Especially at present, the urban-rural boundary has actually been broken, and there is no geographical limit on the number of students. However, schools at the same level have different charging policies because of their different geographical locations. For example, No.9 Middle School is a county-owned school with No.2 Middle School, No.3 Middle School and No.4 Middle School, and it is also a municipal demonstration high school, but the charging standards approved by the provincial price department are inconsistent. No.9 Middle School is 800 yuan for every student and every period, and other high schools can only be 550 yuan. Second, the national financial support policy is unfair. The state puts the focus of education investment on higher education and invests heavily in its software and hardware; Weak basic education is mainly invested by counties and townships, and the state basically does not invest, which leads to unbalanced education development. Third, the enrollment policy is unfair. The state has not formulated laws and regulations to crack down on acts such as grabbing students, buying and selling students, and deceiving enrollment. As a result, all high-quality students are recruited by key schools, and other schools compete for disorderly enrollment, compete for students, set up barriers, and spend huge enrollment costs. For example, in the current poor enrollment order of No.4 Middle School, the annual enrollment fee is as high as 200,000 yuan for the survival of the school.
(D) The social atmosphere is not strong, and private education lags behind. First, in the case that the state has not increased its investment in basic education in private primary and secondary schools, it is necessary to appropriately raise the collection standard of tuition and miscellaneous fees, increase the available financial resources of schools, and ensure the normal operation of schools. Third, the enrollment policy should be fair. In addition to key schools at or above the provincial level in cities and counties, priority can be given to admission. In principle, other schools should implement dicing enrollment to facilitate students to enter the school nearby. Higher authorities should introduce stricter cross-regional enrollment policies and regulations, standardize the enrollment order, fair enrollment policies, and severely investigate and deal with the problems of grabbing students and buying and selling students.
(5) Change the concept of educating people and truly implement quality education. First of all, we should reform the teaching concept. We should start with the higher education department, implement quality education, change the traditional indoctrination teaching concept, pay attention to teaching students in accordance with their aptitude, respect students' personality and intelligence level, cultivate students' innovative ability and promote their all-round and healthy growth. Teaching methods should be based on inspiring students to explore, and guide students to carry out diversified and personalized learning, from hard study to happy study and from study to study. It is necessary to implement the linkage between provinces, cities and counties, make up our minds to reduce the burden on teachers and students, and resolutely put an end to all kinds of schools using rest days to run classes to make up lessons. Second, we must reform the evaluation mechanism. Education and teaching departments, families and the whole society should effectively change the concept of educational talents and pay attention to students' knowledge and ability and all-round development; The evaluation of students' grades should not only be based on scores, but also objectively and fairly evaluate students' academic performance and school teaching performance; We should respect students' personal dignity, resolutely put an end to the ranking of key classes and compulsory education according to their grades, and gradually cancel the ranking of non-compulsory education and publish examination results. The evaluation of schools by higher-level governments and education departments should not only focus on the level of further studies and promotion of key points, but also be comprehensive and comprehensive. Third, we should reform the examination system. The state should start with the reform of the college entrance examination system and gradually implement socialized registration for the college entrance examination. Schools should not only enroll students according to the results of the college entrance examination papers, but also comprehensively evaluate students according to the standards of quality education, select the best candidates, and gradually change the educational status quo of "one exam for life".
(6) Strengthen teacher training and improve teaching skills. The first is to establish a training system. Provincial and municipal education departments should arrange special funds for teacher training, reduce the economic burden of teachers, and improve the enthusiasm and initiative of teacher training; It is necessary to reform the training methods, increase the intensity of medium and long-term training, and let teachers really increase their knowledge. The second is to highlight the focus of training. We should do a good job in the training of principal management, new topics of teachers' posts, Putonghua, information technology and continuing education. It is necessary to combine the educational concept of the new curriculum reform, increase the training of teachers' modern teaching methods and teaching means, and make them targeted and operable. The third is to improve the training level. It is necessary to do a good job in the management of teacher training institutions, carefully organize training, put an end to replacing training with meeting and becoming a mere formality, ensure the effectiveness of training, and truly improve the education and teaching level of teachers.
