Article 2 Under the leadership of governments at all levels, the policy of subsidizing students who help the poor through education is jointly organized and implemented by the departments of education, finance, poverty alleviation, human resources and social security. As the lead unit, the Education Department organizes applications, reviews and grants for school recipients other than technical schools; The financial department is responsible for the implementation of financial input, timely disbursement of funds, strengthen fund supervision, and improve the efficiency of fund use; The poverty alleviation department is responsible for accurately determining the funding target; The Ministry of Human Resources and Social Security is responsible for organizing the application, review and distribution of funds for the recipients of technical schools.

Chapter II Funding Objects and Conditions

Article 3 The target of education precision poverty alleviation aid is the children of poor rural households who attend full-time academic education in ordinary high schools, secondary vocational schools and ordinary colleges (excluding postgraduate stage) and have household registration in our province; Children of rural non-registered poor households who study in ordinary high schools, secondary vocational schools and ordinary colleges (excluding postgraduate stage), have full-time academic education, formal school status and household registration in our province, and return to poverty due to disasters, illness and other special reasons, are approved by the poverty alleviation department, with two announcements and one announcement? Article 4 The term "ordinary senior high schools" as mentioned in these Measures refers to full-time ordinary senior high schools and complete middle schools (including private schools) that have been approved to implement ordinary senior high school education according to the relevant provisions of the state.

Secondary vocational schools refer to all kinds of vocational schools established with the approval of relevant government departments and implementing full-time secondary education, including public and private ordinary middle schools, adult middle schools, vocational high schools, technical schools and secondary vocational schools affiliated to institutions of higher learning.

Ordinary colleges and universities refer to full-time ordinary undergraduate colleges, higher vocational schools and colleges (including private colleges and independent colleges) that are approved to set up and implement higher education according to relevant state regulations.

Article 5 The term "poor rural households with filing cards" as mentioned in these Measures refers to poor rural families who have completed the audit procedures by the poverty alleviation department and are included in the management of the poverty-stricken population's filing card system. Non-registered poor households who return to poverty due to disasters, illness and other special reasons refer to rural poor families who have been strictly identified by poverty alleviation departments in accordance with poverty alleviation standards and entered the poverty-stricken people's filing system.

Article 6 Poor rural students who apply for financial aid for students with precise poverty alleviation through education shall meet the following basic conditions:

(a) love the motherland and support the leadership of China;

(2) Abide by the Constitution and laws, and abide by school rules and regulations;

(3) Honesty and trustworthiness, diligence and thrift.

Chapter III Funding Projects and Standards

Article 7 For the poor rural students who meet the requirements of Chapter II, the following financial aid projects for students with precise poverty alleviation through education shall be implemented during their school days.

2. Free (supplementary) textbook fees, with the standard of 400 yuan/year of birth;

3. Free (supplementary) accommodation fee, the standard is 500 yuan/year of birth.

(3) Ordinary colleges and universities? Two help and one exemption (supplement)? . For poor rural students studying in colleges and universities (higher vocational colleges), in addition to enjoying the original state grant (students studying in our province are guaranteed to enjoy the state grant of 3,500 yuan/year), the following funded projects are added:

1. Special subsidy for poverty alleviation, with the standard of 1000 yuan/year;

2. Free (supplementary) tuition, the standard is 3830 yuan/student year for undergraduates and 3500 yuan/student year for junior college students (higher vocational colleges).

Article 8 Ordinary high schools and secondary vocational schools shall exempt (subsidize) boarding fees for boarding students, and boarding schools shall give priority to meeting the boarding needs of poor rural students.

Article 9 Tuition (subsidy), book fee (subsidy) and accommodation fee (subsidy) are in principle the minimum fees charged by the corresponding schools in Guizhou Province. Rural poor students are given a fixed subsidy according to the seventh standard. Free tuition that meets or exceeds tuition fees, and subsidies that do not meet tuition fees. The fee-free (supplementary) standards involved may be adjusted according to the changes of the corresponding charging standards with the approval of the provincial people's government.

Chapter IV Duration and Mode of Capital Contribution

Article 10 The time limit for subsidizing poor students in rural areas is from the time when students enter school to the time when they complete their current studies.

Chapter V Financing Procedures

Twelfth poverty alleviation departments should strengthen dynamic management, timely update and improve the list of children of poor rural households, to ensure that eligible rural poor students receive funding. County-level poverty alleviation departments should inform eligible rural poor students to apply for funding from schools, county-level education departments or county-level human resources and social security departments before September 30 each year, and provide the corresponding list of rural poor students to county-level education departments and county-level human resources and social security departments for comparative review.

Article 19 Schools, county-level education departments and county-level human resources and social security departments shall establish special files, and store the student application form, publicity, list summary of aided students, fund distribution registration form, detailed list of bank distribution, accounting vouchers, work situation and other related materials in the annual files for future reference.

Article 20 After graduation, poor rural students in ordinary colleges and universities meet the conditions for applying for compulsory military service for fresh graduates of ordinary colleges and universities, tuition compensation for grass-roots employment services for fresh graduates of provincial colleges and universities, and compensation for national student loans. The amount of tuition compensation and national student loan compensation obtained shall be deducted from the amount of tuition exemption (compensation) enjoyed by ordinary colleges and universities during their school days.

Chapter VI Fund Sharing

Twenty-first the funds needed for the new aid project of education precision poverty alleviation shall be borne by the provincial, municipal (state) and county (city, district) governments respectively according to the affiliation of the schools attended by poor rural students. Provincial schools and schools outside the province are funded by the provincial finance; Municipalities (states) schools shall be borne by the municipal (state) level finance; According to the local financial situation, county-run schools respectively determine the financial burden ratio of provinces, cities (states) and counties (cities, districts). Among them, Guiyang, Zunyi and Liupanshui county-owned schools each bear half, and Anshun, Qiannan and Bijie county-owned schools each bear half. Twenty-third departments of education, poverty alleviation, human resources and social security at all levels should strengthen the information management of students who are educated to help the poor. Article 24 Education, finance, poverty alleviation, human resources and social security departments at all levels should earnestly strengthen the management of subsidy funds, strictly implement the provisions of financial laws and regulations and related management measures, conduct separate accounting and earmarking of subsidy funds, and timely liquidate the use of subsidy funds every year; We should actively cooperate closely with discipline inspection and supervision, auditing and other relevant departments and consciously accept inspection and supervision. Illegal acts such as misappropriating funds and defrauding funds will be dealt with severely in accordance with relevant regulations.

Article 26 All local schools should make full use of important points such as enrollment and opening of school, carry out various publicity activities through various channels such as news media, and widely publicize the subsidy policies of the provincial party committee and the provincial government for educating students with precise poverty alleviation, so as to be well-known and deeply rooted in the hearts of the people.

Chapter VIII Supplementary Provisions
