The main responsibilities of Shaoguan Human Resources and Social Security Bureau
(a) to implement the national and provincial policies and laws and regulations on the development of human resources and social security, draft relevant normative documents, formulate the development plan of human resources and social security in this Municipality, and organize the implementation, supervision and inspection.

(two) to formulate and organize the implementation of the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) Responsible for promoting employment, formulating urban and rural employment development plans and policies, improving the public employment service system, improving the employment assistance system, improving the vocational qualification system, co-ordinating the establishment of a vocational training system for urban and rural workers, managing technical schools, taking the lead in formulating employment policies for college graduates, and formulating training and incentive policies for highly skilled talents and rural practical talents jointly with relevant departments.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Coordinate the formulation of policies and standards for urban and rural social insurance and its supplementary insurance, formulate the management and supervision system of social insurance and its supplementary insurance fund in conjunction with relevant departments, and prepare the draft budget and final accounts of this Municipality's social insurance fund in conjunction with relevant departments.

(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government agencies and institutions, establish a mechanism for the normal growth and payment of wages of personnel in government agencies and institutions, and formulate policies for the welfare and retirement of personnel in government agencies and institutions.

(seven) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, formulate personnel management policies of public institutions and government agencies, and guide the management and development of talents; Responsible for the continuing education management of professional and technical personnel in enterprises and institutions, take the lead in deepening the reform of professional title system, and be responsible for the selection and training of high-level professional and technical personnel.

(8) To formulate resettlement policies for demobilized military cadres jointly with relevant departments, be responsible for the compilation and distribution of resettlement plans for demobilized military cadres, be responsible for the resettlement, education and training of demobilized military cadres, organize the formulation of policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(9) To be responsible for the comprehensive management of civil servants of administrative organs and staff of institutions managed with reference to the Civil Service Law, organize the implementation of the Civil Service Law, formulate policies on personnel deployment and special personnel placement, and formulate municipal honor system and government reward system jointly with relevant departments.

(ten) responsible for organizing the implementation of personnel examination.

(eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(12) Make overall plans to formulate a mediation and arbitration system for labor and personnel disputes and policies on labor relations, improve the coordination mechanism of labor relations, formulate policies prohibiting the illegal use of child labor and special labor protection policies for female workers and underage workers, organize and implement labor inspection, coordinate workers' rights protection, and investigate and deal with major cases according to law.

(thirteen) to undertake other tasks assigned by the Municipal People's government and the Provincial Department of Human Resources and Social Security.
