National financial aid policy generally refers to the national student financial aid policy system. Ordinary colleges and universities have established a subsidy policy system through national scholarships, national student loans, tuition compensation loans, work-study programs, on-campus scholarships, subsidies for difficulties, food subsidies, tuition fee remission and other means. At the same time, a "green channel" has been set up for freshmen with economic difficulties.

Education equity is an important foundation of social equity and a national basic education policy. The CPC Central Committee and the State Council attach great importance to the education of students from poor families, and establish and improve the national student financial aid policy system to ensure that all students from poor families enjoy equal educational opportunities as an important measure and way to promote educational equity. It is an important measure to protect and improve people's livelihood to provide schooling opportunities for children of poor families through state funding, effectively reduce the economic burden of poor families, and convey the care of the party and government and the warmth of the socialist family; Through state funding, it is an essential requirement to make every student with financial difficulties become a useful talent and help them eliminate the intergenerational transmission of poverty. Safeguarding every citizen's right to education through state funds plays an important role in consolidating the popularization of compulsory education, accelerating the popularization of high school education and further improving the popularization level of higher education, which is an urgent need for the scientific development of education and the construction of a strong country with human resources in China.

How to apply for a grant?

1. Write the poverty certificate in the village committee or neighborhood committee where the household registration is located;

2. Take the completed family situation questionnaire and stamp it at the local civil affairs department;

3. Finally, give the poverty certificate and family situation questionnaire to the monitor or counselor.

Article 3 State grants are used to finance students with financial difficulties among full-time undergraduates in ordinary colleges and universities (including higher vocational colleges and second bachelor's degrees). The number of state grants for central universities shall be determined by the Ministry of Finance in consultation with relevant departments. The number of national grants for local colleges and universities is determined by the provinces (autonomous regions and municipalities directly under the Central Government) according to the total number of people determined by the Ministry of Finance and the Ministry of Education, as well as the number, category, educational level, education quality, number of college students, student source structure and other factors. In the allocation of national scholarships, universities for nationalities and universities with special disciplines such as agriculture, forestry, water, minerals, oil and nuclear need to be properly tilted.
