The plan covers about 25% of rural primary and secondary schools in western provinces (autonomous regions and municipalities directly under the Central Government) and 2 1% of rural primary and secondary schools in six central provinces; It is estimated to cover 9.25 million primary and secondary school students in western pilot provinces, with a student coverage rate of 27%, and 6.44 million primary and secondary school students in central pilot provinces, with a student coverage rate of 2 1%.

According to different conditions, there are three modes to implement modern distance education in rural primary and secondary schools.
