The Supervision Contents of the Notice of the State Education Commission and the Ministry of Personnel on Several Provisions on the Trial Implementation of the Professional Certificate System for Adult Higher Education The "professional certificate" system is a kind of education certificate system, which means that the employer selects people who have worked in technical posts or professional management posts according to the needs of the post, so that they can reach the level of professional knowledge required by the post and carry out professional knowledge education purposefully.

Adult higher education "Professional Certificate" is the proof that students have passed the study and examination. It is a proof that the professional knowledge level required by the post has been reached. Professional certificates cannot be used as job training certificates (job training certificates are job qualification certificates), nor are they equivalent to college diplomas. "Professional Certificate" is only applicable within the scope of professional work, and only serves as one of the bases for evaluating and hiring professional and technical positions, management positions and other positions. Those who transfer to other professional posts shall receive new professional knowledge education and obtain new professional certificates. The "Professional Certificate" class is undertaken by ordinary colleges and adult colleges and universities approved by the State Education Commission or the former Ministry of Education.

The teaching plan and syllabus of the "Professional Certificate" class shall be studied and formulated by the relevant competent departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning or the education departments (bureaus) of relevant ministries and commissions in the State Council.

The teaching plan of "Professional Certificate" teaching class should be formulated according to the post specification and actual work needs, and the post professional knowledge should meet the specification and quality requirements equivalent to similar majors in colleges and universities. The curriculum should reflect the professional characteristics, with strong pertinence and prominent teaching requirements. Generally, there are eight to ten courses, and the total theoretical teaching hours shall not be less than 800 hours. The length of schooling and the form of running a school shall be stipulated by the education departments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning or the education departments (bureaus) of relevant ministries and commissions in the State Council. If the professional certificate course needs to pass the self-study examination, it shall be implemented with the consent of the National Self-study Examination Steering Committee or the self-study examination offices of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning or the Education Department (bureau) of relevant ministries and commissions in the State Council (the specific implementation measures shall be formulated separately by the National Self-study Examination Steering Committee). Students who meet these requirements, who have completed all the courses specified in the teaching plan and passed the examination, can be awarded the Professional Certificate of Adult Higher Education. "Professional Certificate" is uniformly printed by the education departments of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning or the education departments (bureaus) of relevant ministries and commissions in the State Council, stamped by the undertaking school, and issued by the school after being audited by relevant business departments.

The local education authorities shall, jointly with the relevant business authorities, establish a strict professional certificate issuance and management system. Those who impersonate or obtain the "Professional Certificate" by other improper means shall be recovered after verification, and the relevant responsible persons shall be severely dealt with. Before the promulgation of the "Regulations", all kinds of adult higher education "professional certificate" classes approved by the education departments of all provinces, autonomous regions, municipalities directly under the central government and cities under separate state planning or the education departments (bureaus) of relevant ministries and commissions in the State Council shall go through the examination and approval procedures according to the requirements of the "Regulations".

The "Regulations" shall be implemented as of the date of issuance.
