This remarkable difference between China, as an exporter and importer of international students, has both the factors of national development strategy and many problems existing in universities themselves.

At the level of national development strategy, the concept, system and regulations of international student education are relatively backward. Conceptually speaking, it stays at the level of talent training and developing international friendly relations, and is not placed under the framework of the overall national development strategy like the higher education powers in Europe and America. However, the relevant laws and regulations on the education of international students are seriously lagging behind. The education system for international students is not perfect, and a series of social systems such as living security system, employment system and work visa for international students are seriously lagging behind the development trend of international students' education.

There are also a series of problems in colleges and universities, which directly hinder the further development of international education. These problems are highlighted as follows:

Compared with the highly internationalized world-class universities, the brand awareness of Chinese universities is not high, the degree of internationalization of universities is low, and the level of science and technology education is lower than that of higher education powers such as Europe and America, which fails to establish the prominent position of Chinese universities in the global higher education market as a whole and lacks the scientific and technological strength to attract world-class talents to study in China. In terms of educational concept, most colleges and universities have not yet incorporated the education of international students in China into the overall development strategy of college development. There is still a significant gap between the overall quality of higher education and the higher education powers in Europe and America. The overall internationalization of the teaching staff is relatively low. The curriculum structure of colleges and universities does not highlight the cultural characteristics and advantages of China. Due to the long-term "following" or "copying" the model of European and American universities, the academic system and organizational system of China University are all based on European and American universities, and there is no independent curriculum system on China culture and Chinese civilization as a whole, and the curriculum setting on China traditional culture and traditional civilization is obviously less. The teaching ideas and methods in colleges and universities are outdated, the proportion of bilingual teaching and the proportion of courses taught by English professors are too low, and foreign students encounter a series of problems, such as cross-cultural communication and psychological adaptation, many problems in learning, reasonable life planning and employment guidance, and lack of professional guidance from specialized institutions.
