Educational supervision institutions shall, upon the entrustment of the people's government at the same level or the administrative department of education, supervise the educational work beyond the provisions of the preceding paragraph. Fourth people's governments at all levels of education supervision institutions responsible for the implementation of these provisions. Article 5 Educational supervision institutions are administrative institutions of people's governments at all levels, and exercise educational supervision duties on behalf of the people's governments at the same level. (five) reflect the requirements of the people's governments at lower levels, education administrative departments, schools, enterprises and institutions and educators;
(six) to put forward comprehensive reward opinions on the education work of the people's governments at lower levels, the administrative departments of education, schools, enterprises and institutions, and report them to the people's governments at the same level for approval after discussion by the administrative departments of education;
(7) Organizing the training of inspectors.
Educational supervision institutions in charge of school-running departments in enterprises and institutions such as farms, forestry, railways, coal, reform-through-labour and electric power shall exercise corresponding duties with reference to local educational supervision institutions. Seventh education supervision institutions are located in the education administrative departments at the same level, and the education administrative departments provide necessary working conditions. Eighth education supervision institutions set up corresponding full-time inspectors.
Inspectors are divided into chief inspectors, deputy chief inspectors, inspectors and assistant inspectors. Ninth education supervision institutions can hire part-time inspectors according to the needs of the work. Part-time inspectors have the same powers as full-time inspectors. Part-time inspectors are employed for two years. Tenth special inspector must meet the following basic conditions:
(a) adhere to the four cardinal principles, adhere to the reform and opening up, loyal to the cause of socialist education;
(two) familiar with the national education guidelines, policies and regulations, with a high level of policy;
(3) Having a college degree or above or equivalent, having been engaged in education for more than ten years and being familiar with the education and teaching business;
(four) in-depth practice, contact with the masses, law-abiding, fair;
(5) good health. Article 11 The appointment and removal of inspectors shall be handled in accordance with the cadre management authority after consulting the higher education supervision institutions, appointed by the people's government at the same level, and reported to the higher education supervision institutions for the record. (a) have the right to inspect and evaluate the education work of the people's governments at lower levels, education administrative departments, schools, enterprises and institutions;

(four) have the right to cancel the honorary title of the supervised department, cancel the qualification of recommending students to institutions of higher learning, and adjust the scale and structure of running a school;
(five) have the right to put forward suggestions to the leaders or parties of the supervised department on the transfer, demotion, dismissal, dismissal, punishment or rectification of the leading bodies, and the relevant departments shall respect and properly handle them;
(six) the right to attend or attend important meetings of the people's government at the same level and the administrative department of education on education;
(seven) have the right to directly report the situation to the people's governments at the same level and higher levels and their education administrative departments, and no unit or individual may obstruct or take revenge;
(8) Have the right to consult relevant documents, archives, materials and account books. For people's governments at lower levels, education administrative departments and schools. Fourteenth people's governments at all levels and education administrative departments shall support the work of inspectors, and shall not arbitrarily transfer inspectors to carry out work unrelated to educational supervision. Fifteenth supervision is the behavior of educational supervision institutions and inspectors to perform their duties. The time and method of comprehensive supervision of schools shall be determined by educational supervision institutions at all levels in combination with local conditions.
(two) special supervision, that is, to inspect and evaluate one or more educational behaviors of the supervised object, and to conduct special supervision once a year.

Comprehensive supervision and special supervision must be notified in advance. After the completion of the supervision task, a supervision report or a supervision bulletin shall be written and submitted to the people's government at the same level, the education administrative department and the higher education supervision institution.
