First, to achieve sustained, rapid and healthy development of the national economy, we must rely on scientific and technological progress, solve the problems of unreasonable industrial structure, backward technical level, low labor productivity and low quality of economic growth, and accelerate the strategic transformation of national economic growth from extension to benefit. 1995, the CPC central Committee and the State Council formally formulated and began to implement the strategy of rejuvenating the country through science and education, and established the policy that science, technology and education are the means and foundation of rejuvenating the country. This policy has greatly improved the awareness of cadres at all levels on the importance of science and technology and education, and enhanced their understanding that science and technology are the primary productive forces.

In 2003, the Third Plenary Session of the 16th CPC Central Committee adopted "the Central Committee of the Communist Party of China's Decision on Perfecting the Socialist Market Economic System", and put forward the strategy of strengthening the country with talents in the documents of the Central Plenary Session for the first time.
