The continuing education of professional and technical personnel mentioned in these Provisions (hereinafter referred to as continuing education) refers to the education of professional and technical personnel to update, supplement and expand their knowledge, improve their knowledge structure, cultivate creative thinking, improve their comprehensive quality and enhance their innovative ability. Article 3 Continuing education shall follow the principles of integrating theory with practice, teaching according to needs, combining learning with application, and paying attention to actual results. Article 4 The content of continuing education should be targeted, practical and advanced, reflecting the new theories, knowledge, technology, methods, skills and information of related majors, so as to meet the needs of the development of enterprises and institutions and the improvement of the quality of professional and technical personnel. The personnel administrative department of the people's government of the fifth autonomous region shall be responsible for formulating the continuing education plan, guiding, coordinating and supervising the continuing education work within the administrative area of this autonomous region; The personnel administrative department of the people's government of the state, city (prefecture) and county (city) shall be responsible for guiding, coordinating and supervising the continuing education within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, be responsible for organizing and implementing relevant continuing education work. Article 6 The full-time study time of professional and technical personnel shall not be less than 12 days each year. Study time can be used centrally or dispersed.
If the state stipulates the implementation of the credit system, it shall be implemented in accordance with its provisions. Article 7 The units where professional and technical personnel work shall perform the following duties:
(a) according to the actual needs of the unit, to develop continuing education plan, and organize the implementation;
(two) to ensure that professional and technical personnel to participate in continuing education learning time and wages, social insurance, welfare benefits during continuing education, and provide the necessary learning funds and other learning conditions;
(three) to check and register the continuing education of professional and technical personnel and report relevant statistical data;
(four) accept the guidance and supervision of continuing education by the personnel administrative department and other relevant departments. Article 8 Professional and technical personnel receiving continuing education shall enjoy the following rights:
(a) to participate in continuing education;
(two) during the period of continuing education and study, enjoy the same salary, social insurance and welfare benefits as the employees;
(three) to enjoy the treatment of learning funds and other learning conditions provided by the unit;
(4) If the right to receive continuing education is infringed, complain to the competent department or the personnel administrative department of the unit to which it belongs. Article 9 Professional and technical personnel receiving continuing education shall perform the following obligations:
(1) Abide by the laws, regulations and rules concerning continuing education;
(two) according to the arrangement of the unit, complete the learning task;
(three) accept the inspection and registration of the unit to participate in continuing education. Tenth professional and technical personnel continue to receive full-time continuing education for more than half a year or part-time study for more than one year, the professional and technical personnel and professional and technical personnel can agree on continuing education fees, service period for the unit and other matters. Eleventh professional and technical personnel to receive continuing education, can be carried out through the following forms:
(a) to participate in advanced courses, seminars and training courses organized by colleges (schools), research institutes (institutes) and continuing education bases;

(three) to study in teaching, scientific research and production units;
(4) Attending academic lectures and conferences at home and abroad;
(5) Going abroad for further study;
(6) Other forms of continuing education. Twelfth institutions of higher learning (schools), scientific research institutes (institutes), professional associations (societies) and large and medium-sized enterprises can establish continuing education bases in their training places. The continuing education base shall meet the following conditions:
(a) a sound management organization and full-time (part-time) staff engaged in continuing education management;
(two) there are full-time (part-time) teachers who are engaged in continuing education in this major and should have high theoretical level, practical experience or high and intermediate titles;
(3) Having a sound continuing education management system;
(4) Having a fixed teaching place and necessary teaching facilities.
The continuing education base shall be determined by the administrative department of personnel of the autonomous region, prefecture and city (prefecture) according to the relevant provisions. Thirteenth personnel administrative departments and other relevant departments in accordance with the management authority, regular inspection of continuing education base. Do not meet the conditions of continuing education base, shall not engage in continuing education and training activities. Fourteenth continuing education professional subjects and public subjects, should use the general textbooks determined by the relevant departments of the state. Fifteenth professional and technical personnel of the unit shall record the learning situation of professional and technical personnel in the continuing education certificate.

The certificate of continuing education shall be uniformly produced by the personnel administrative department of the autonomous region. The people's governments at or above the county level shall include the funds for continuing education in the fiscal budget at the same level.
