The current principal responsibility system in primary and secondary schools in China was promulgated and implemented on May 27th, 1985 by the Central Committee of the Communist Party of China's decision on educational system reform.
Principal responsibility system means that the principal is responsible for handling the daily teaching and scientific research activities of the school and improving the management of the school. On behalf of the school, the principal is responsible for giving the principal decision-making power, command power, personnel power and financial power, and improving the core mechanism of school leadership.
Under the leadership of the school party organization, the headmaster exercises his functions and powers in accordance with laws and regulations, and is fully responsible for the education, teaching and administration of the school according to the relevant resolutions of the school party organization. To study, formulate and implement the school development plan, basic management system and internal education and teaching management organization plan. To study, formulate and implement specific rules and regulations and annual work plans.
Organize teaching activities and educational research, strengthen education and teaching management, deepen education and teaching reform, and be responsible for enrollment, employment and student status management. Strengthen students' moral education, physical education, aesthetic education, labor education and mental health education, and improve the teaching quality of ideological and political courses in schools. Organize school cultural activities and scientific popularization activities to build a civilized campus.
To study, formulate and implement major construction projects of the school, the disposal of important assets and the allocation scheme of important resources of the school, and manage and protect the assets of the school. Study, formulate and implement the school's annual budget and large expenditures, and strengthen financial management and audit supervision. Strengthen the daily education and management services of teachers and other talents, and conclude, terminate or terminate employment contracts with teachers and other internal personnel in accordance with relevant regulations.
Do a good job in school security, stability and logistics support. Organize inter-school foreign exchanges and cooperation, strengthen the contact between schools, society and families, and form a joint force for educating people. Report the implementation of major resolutions to the school party organization, report the work to the staff assembly (teachers' congress), support the organization of the youth league to carry out the work, and protect the legitimate rights and interests of teachers, students and employees according to law. Perform other functions and powers stipulated by laws and regulations and the school's articles of association.
