After the adjustment of the layout of urban and rural primary and secondary schools, idle school buildings should be given priority for holding kindergartens and developing preschool education.

Conscientiously implement the Law on the Promotion of Private Education in People's Republic of China (PRC), the Regulations on the Implementation of the Law on the Promotion of Private Education in People's Republic of China (PRC) and the Provisional Regulations on the Registration and Management of Private Non-enterprise Units, actively encourage and advocate all sectors of society to organize preschool education institutions in various forms, and realize the diversification of the main body of running the park.
Pre-school education institutions organized by social forces have the same status as public kindergartens in examination and approval, classification and grading, teacher training, professional title evaluation, recognition and reward. Education departments at all levels should strengthen the guidance and supervision of the conservation and education work of preschool education institutions organized by social forces, standardize the behavior of running parks, and ensure the correct direction of running parks.
(3) Strengthen the management of kindergartens in enterprises and institutions. In the process of restructuring enterprises and institutions, the government should take the lead in formulating measures conducive to the development of early childhood education and the reform of enterprises and institutions in conjunction with relevant departments.
After the transformation of enterprises and institutions, they can continue to hold kindergartens, or transfer the overall assets of enterprises and institutions to their communities free of charge, which will be managed by the local education administrative department as a whole; It is necessary to improve the efficiency and vitality of running the park by implementing the reform of joint running the park, contract system and state-owned private running the park. To implement the reform of running the garden system, we should ensure that the state-owned assets are not lost, the quality of teaching is not reduced, the legitimate rights and interests of the majority of kindergarten teachers are guaranteed, and the overall quality is improved.
(4) Strictly implement the kindergarten admission system. The education department of the people's government at or above the county level shall be responsible for examining and approving the qualifications of various preschool education institutions, issuing permits for running parks, and conducting regular audits. It is necessary to strengthen the supervision of kindergarten fees. No unit or individual may hold a kindergarten without obtaining a permit to run the park and going through the registration formalities with the relevant departments. People's governments at the county level shall take effective measures to ban illegally held kindergartens.
The infrastructure construction of kindergartens should be adapted to their scale. Kindergartens shall ensure the provision of drinking water that meets the hygienic standards, and the canteens of kindergartens shall meet the basic requirements of food hygiene in the catering industry and obtain hygiene licenses.

Kindergartens (hosting points) shall not charge extra fees on the grounds of running experimental classes, special classes and interest classes, and shall not charge sponsorship fees and teaching fees linked to children's admission to the park. City primary schools, township central primary schools and primary and secondary schools organized by social forces shall not be attached with preschool classes, and shall not link preschool classes with their primary school enrollment.
