Based on this, five tasks are put forward, namely, adhering to the principle of teachers' morality and style as the first standard, highlighting the achievements of education and teaching, strengthening the work of front-line students, improving the scientific research evaluation of university teachers, and promoting the return of talent titles to academic honor.

The "Overall Plan" fully considers the arduousness and long-term nature of educational evaluation reform, focuses on adapting to the overall process of China's educational modernization, and puts forward the goal of deepening educational evaluation reform in the new period in two stages.
The first stage: after five to 10 years' efforts, the scientific performance level of party committees and governments at all levels has been significantly improved, the implementation mechanism of moral education in schools at all levels has been improved, the evaluation system for guiding teachers to devote themselves to educating people has been improved, the evaluation methods for promoting students' all-round development have become more diversified, and the social selection and employment methods have become more scientific. The second stage: By 2035, an education evaluation system with the characteristics of the times, China characteristics and world level will be basically formed.
