The Sixth Plenary Session of the 16th CPC Central Committee put forward specific requirements and measures to guarantee and promote educational equity, mainly including:

First, put rural education in a strategic position of "top priority", completely exempt tuition and miscellaneous fees for rural compulsory education, establish a new mechanism for ensuring funds for rural compulsory education, and promote the balanced development of compulsory education.

Second, adhere to the coordinated development of all kinds of education at all levels, vigorously develop vocational education for all, steadily develop higher education focusing on improving quality, and actively promote continuing education and lifelong learning.

Third, adhere to the public welfare of education, strive to promote educational equity, establish and improve the financial aid system for students with financial difficulties in families, strictly manage education and standardize management to ensure that every child can afford to go to school.

Fourth, carry out quality education in depth, improve the quality of education in an all-round way, and strive to make all children study hard.
