If it is really necessary to transfer because of the change of home address, the migration of household registration, the migration of students' parents or other legal guardians, the students themselves or their parents or other legal guardians shall apply, which shall be approved by the transfer-in and transfer-out schools and reported to the competent education administrative department for confirmation.
