Chapter I General Provisions Article 1 In order to guarantee the right of school-age children and adolescents to receive compulsory education, ensure the implementation of compulsory education and promote the balanced development of compulsory education, these Regulations are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC), the Measures for the Implementation of the Compulsory Education Law of People's Republic of China (PRC) in Inner Mongolia Autonomous Region and other relevant laws and regulations, combined with the actual situation of our city. Article 2 These Regulations shall apply to the implementation and management of compulsory education within the administrative area of this Municipality. Article 3 To implement compulsory education, we must fully implement the national education policy, insist that education serves the socialist modernization and the people, regard moral education as the fundamental task of education, and cultivate socialist builders and successors with all-round development in morality, intelligence, physique and beauty.

The people's governments of cities and counties shall incorporate the implementation of compulsory education into the national economic and social development plan and annual plan, rationally allocate educational resources, narrow the gap between urban and rural areas, between regions and between schools in terms of school conditions and levels, establish and improve the mechanism for ensuring compulsory education funds and normal growth, promote quality education and promote the balanced development of compulsory education.

Give priority to the development of compulsory education for ethnic minorities. Article 4 Compulsory education in this Municipality shall be under the system of overall planning and classified guidance by the Municipal People's Government, with the county and district people's governments as the main management. Article 5 This Municipality implements a nine-year compulsory education system. Article 6 Compulsory education does not charge tuition fees, miscellaneous fees, books fees and boarding fees. Seventh city and county people's government education supervision institutions shall supervise the implementation of compulsory education laws and regulations, promote the balanced development of quality education and compulsory education, and publish the supervision report to the public. Article 8 The education administrative departments of the people's governments of cities and counties shall establish and improve the education quality monitoring system to monitor and identify the education quality. Article 9 The education administrative departments of the people's governments of cities and counties shall be specifically responsible for the implementation of compulsory education.

Baotou Rare Earth Hi-tech Industrial Development Zone Management Committee is responsible for the implementation of compulsory education within its jurisdiction in accordance with the provisions of the Municipal People's Government.

Development and reform, finance, public security, human resources and social security, land and resources, urban and rural construction, planning, culture, press and publication, radio and television, health and family planning, urban management administrative law enforcement, food and drug supervision and industrial and commercial administration, civil affairs, housing security and housing management, transportation, judicial administration and other relevant departments are responsible for the implementation of compulsory education within their respective functions and duties. Chapter II Students Article 10 Parents or other legal guardians of all children who have reached the age of six shall send them to school to receive and complete compulsory education; Children in areas where conditions are not available can be postponed to seven years of age.

School-age children, street children and orphans among adolescents shall be sent to the nearest school by the rescue and adoption agency before their legal guardians are found or determined.

The education administrative department of the people's government of Qixian District shall ensure that the children of military personnel within their respective administrative areas receive compulsory education. Article 11 If school-age children and adolescents need to postpone or drop out of school due to their physical condition, their parents or other legal guardians shall submit a written application and issue relevant certificates, which shall be submitted to the education administrative department of the county or district people's government for approval.

Postponement of enrollment and suspension of schooling generally does not exceed two years. If you still can't go to school after the expiration, you should apply again. Twelfth counties in the District People's government should ensure that school-age children and adolescents in the domicile of the nearest school.

The education administrative departments of the county and district people's governments shall, according to the number and distribution of school-age children and adolescents, and in accordance with the principle of proximity and the scale of running schools stipulated by the state and autonomous regions, reasonably determine the regional scope of receiving students, the enrollment scale and the class size of each school. The regional scope of the school to accept students should be announced to the public before the enrollment begins. Thirteenth except as stipulated by laws, regulations or policies, schools may not accept students outside the designated area. Before new students enter school, the list of enrolled students shall be announced to the public. Schools are not allowed to recruit students beyond the scale. Fourteenth school-age children and adolescents are exempt from examination. Schools are not allowed to recruit new students through examinations and set additional conditions. Article 15 Schools shall, in accordance with the principle of gender balance, adopt computer allocation and other means to determine at random, and accept the supervision of society and parents of students.

Schools are not allowed to pass exams or attach conditions to classes, and are not allowed to set up key classes and non-key classes separately. Encourage qualified schools to implement small class teaching. Sixteenth parents or other legal guardians of school-age children and adolescents who work or live in non-registered permanent residence receive compulsory education, and the local county and district people's governments shall, in accordance with the relevant provisions of the autonomous region, provide them with equal conditions for receiving compulsory education. Article 17 The education administrative department of the county and county people's governments and the Sumu Township People's governments and sub-district offices shall organize and urge school-age children and adolescents to enter school, help them solve the difficulties in receiving compulsory education, and take measures to prevent school-age children and adolescents from dropping out of school.

Community workstations, residents' committees and Gacha villagers' committees assist the government to do a good job and urge school-age children and adolescents to enter school. Chapter III Schools Article 18 The people's governments of cities, counties and districts shall, according to the overall urban planning of their respective administrative areas, combine the population density, population distribution and the development trend of school-age population, facilitate students to enter schools nearby, and rationally formulate and organize the implementation of plans for the establishment of primary and secondary schools.
