First, the principle of enrollment

(1) Territorial management. All districts earnestly fulfill the main responsibility of preschool education management. Each district will, according to the requirements of national, provincial and municipal policies, co-ordinate preschool education resources, formulate specific plans for enrollment work in this district, and organize and manage public and private kindergartens within their respective jurisdictions to carry out enrollment work.

Admission to the park is free. Kindergarten enrollment is exempt from examination. It is not allowed to enroll students by taking exams, oral exams or any other disguised exams or reviewing results.

(3) Fair and open. Adhere to the law and regulations, strictly implement the kindergarten enrollment policy, do a good job in information release, and ensure that the enrollment work is open, stable and standardized.

Second, the enrollment target

Kindergartens give priority to meeting the needs of school-age children, and the kindergarten class is 3 years old.

Third, the enrollment scope

Public kindergartens organized by the education departments of all districts recruit registered children and non-registered school-age children who meet the relevant policies, and the enrollment ratio for the society is not less than 90%.

Kindergartens run by enterprises, institutions, government organizations and military units should actively create conditions to open to the society and recruit children of nearby residents, in addition to recruiting children of their own employees.

Private kindergartens recruit students for the society, and the specific enrollment plan for inclusive private kindergartens is formulated by the education administrative departments of each district.

Fourth, the enrollment time

In principle, the enrollment time of kindergartens is May every year. Among them, the enrollment registration time of public kindergartens organized by the education departments of each district is unified to the third week of May each year, and the specific enrollment time of other kindergartens is determined by the education administrative departments of each district.

Each district should guide all kinds of kindergartens in this district to disclose the enrollment information of kindergartens in a timely manner through various forms and channels such as kindergarten bulletin boards and websites, including the nature of kindergartens, enrollment targets, scope, time, admission methods, admission results, consultation and supervision telephone numbers, etc.

(3) Organizing registration in an orderly manner. All districts should co-ordinate all kinds of kindergarten resources, and organize registration according to the situation of all kinds of kindergarten degrees for social enrollment, in line with the principle of convenience and efficiency; Further simplify enrollment procedures and certification matters; Timely and properly handle the problems in the enrollment process and maintain a good enrollment order. After centralized enrollment, if there are extra degrees, you can make them up at any time.

(4) Complete the admission of new students. After the enrollment registration, all kindergartens should verify the relevant information in time and inform the parents of the children of the admission results; For children who are not admitted, we should inform the results in time. Before children enter the park, they should be inspected according to the health care system formulated by the health department, and only those who pass the inspection can enter the park.

Each district should guide all kinds of kindergartens in this district to do a good job in collecting information about children entering the park, and enter new information in the national preschool education management information system and Guangzhou kindergarten information management system in time as required.

Work requirements of intransitive verbs

(a) to strengthen the organization and leadership of enrollment. All districts should earnestly fulfill the main responsibility of preschool education management, do a good job in the supply and demand of preschool education resources within their respective jurisdictions, and make overall planning, coordination, guidance, supervision and management of kindergarten enrollment. It is necessary to carry out enrollment risk assessment, improve the emergency mechanism, and ensure the smooth and orderly enrollment work. It is necessary to do a good job in the enrollment of public kindergartens, especially kindergartens run by the education department, and do a good job in the enrollment plan management and enrollment brochures filing of private kindergartens.

(2) Ensure the supply of inclusive preschool education degrees. All districts should co-ordinate enrollment and promote the inclusive and healthy development of preschool education, earnestly implement the special plan for kindergarten construction, timely supplement the resources of inclusive degree, implement the construction and governance of supporting kindergartens in urban communities, effectively guarantee the supply of inclusive preschool education degrees, and solve the needs of the masses for entering the park.

(three) to co-ordinate the work of various groups in the park. Do a good job in the organization and registration of children who enjoy the care policy and subsidy policy. The education administrative departments of all districts should do a good job in enrolling the children of all kinds of policy caregivers and implement the funding for children with financial difficulties and orphans and disabled children. School-age orphans, virtually unattended children, low-income families in urban and rural areas, families with low income difficulties, destitute dependents and school-age children with financial difficulties in families with established cards are given priority in enrolling in inclusive kindergartens according to the application of legal guardians.

Do a good job in guiding children from Hong Kong, Macao and Taiwan to enter the park. Hong Kong and Macao residents who hold residence permits for Hong Kong and Macao residents or their accompanying children come to our city to receive preschool education. In accordance with the principle of "welcome to study, equal treatment, and admission to the nearest school", we will enjoy the policies and public services related to preschool education for local children who move in. Children of Taiwan Province compatriots attending kindergartens shall follow the policy of "welcome to attend, treat them equally, enroll in the nearest school and take proper care", and enter the kindergarten according to the relevant provisions of the local education administrative department.

Do a good job of school-age disabled children entering the park. Respect the individual differences of special children. School-age disabled children who can adhere to normal group activities enter ordinary kindergartens to study in regular classes, and severely disabled children receive pre-school education in special education institutions according to their parents' applications.

For children who fail to enter the park, all districts should make overall plans for the guidance and service of entering the park according to the surplus and shortage of kindergarten places in the region.

(4) Strengthen the supervision and management of enrollment. All districts should improve the accountability mechanism for kindergarten enrollment supervision and strengthen supervision. Children and parents are not allowed to participate in any form of examination or test except health examination. Illegal acts such as false propaganda, illegal fees, chaotic management, entrance examination or disguised examination in enrollment work should be dealt with severely in accordance with relevant regulations. Combine the enrollment work with the daily management, annual school inspection and evaluation of kindergartens to guide all kinds of kindergartens to do a good job in enrollment.
