The education supervision institutions of the district and county people's governments shall be responsible for the education supervision work within their respective jurisdictions on behalf of the people's governments at the corresponding levels, and accept the guidance of the higher education supervision institutions. Article 5 Education supervision must fully implement the education policy, adhere to the socialist orientation of running schools, pay attention to investigation and study, be realistic, be fair and honest, combine supervision and evaluation with improving education, and promote the improvement of education quality and level. Article 6 Units and individuals that have made remarkable achievements in educational supervision shall be commended and rewarded by the people's governments at all levels. Chapter II Institutions and Responsibilities Article 7 The municipal education supervision institutions shall perform the following duties:
(a) to supervise and inspect the implementation of education laws, regulations and rules by the supervised object;
(two) to evaluate the educational work, educational management level and educational quality of the supervised objects, and to guide their work;
(three) to formulate education supervision work plan and education supervision and evaluation plan, and organize education supervision and evaluation activities;
(four) to guide the subordinate educational supervision institutions to carry out educational supervision work;
(five) to carry out scientific research on the theory and practice of educational supervision, and summarize and popularize the experience of educational supervision;
(six) to carry out special research on major educational issues and make suggestions to relevant departments;
(7) Organizing on-the-job training for educational supervisors;
(eight) other duties granted by the Municipal People's government and its administrative department of education. Eighth district and county education supervision institutions shall perform the following duties:
(a) to supervise and inspect the implementation of education laws, regulations and rules by the supervised object;
(two) to evaluate the educational work, educational management level and educational quality of the supervised objects, and to guide their work;
(three) to formulate the education supervision work plan and implementation opinions;
(four) to complete the supervision tasks assigned by the district and county people's governments, education administrative departments and higher education supervision institutions;
(five) to complete the task of educational supervision and research;
(six) to perform other duties authorized by the county people's government and its administrative department of education. Ninth city, district and county education supervision institutions shall establish a supervision area system. Inspectors should strengthen the regular supervision and inspection of schools and other educational institutions within the scope of their duties. Tenth education supervision institutions shall, according to the requirements of the state, establish an education supervision system for popularizing compulsory education and eliminating illiteracy among young people, as well as a quality monitoring system for implementing quality education projects. Chapter III Inspectors Article 11 Inspectors refer to the personnel who perform the official duties of educational supervision. Twelfth special inspector must meet the following conditions:
(a) adhere to the party's basic line and love the cause of socialist education;
(two) familiar with the laws, regulations, principles and policies of the state on education;
(3) Having a college degree or above or equivalent, having been engaged in education for more than 10 years or having held leadership positions in the education administrative department;
(four) familiar with education and teaching work, with strong educational management level and oral and written expression ability;
(five) law-abiding, decent style, adhere to principles, be fair, seek truth from facts, and dare to tell the truth;
(6) being in good health. Thirteenth education supervision institutions can hire part-time inspectors and special education inspectors according to the needs of their work.
Part-time inspectors and special education inspectors have the same authority as full-time inspectors.
Full-time inspectors, part-time inspectors and special education inspectors shall be appointed (appointed) by the people's government at the corresponding level, and inspectors' certificates shall be issued at the same time. The inspector holds an inspector's certificate to supervise. Article 14 Non-civil service series inspectors who are evaluated and hired according to their original titles enjoy the wages and benefits corresponding to their positions; Transferred from the school, the welfare benefits shall not be lower than the average level of the same level personnel in the original unit, and may participate in the job evaluation and appointment of the original title series in accordance with the regulations. Fifteenth the appointment and removal of full-time inspectors shall be handled in accordance with the administrative authority of the state civil servants. Chapter IV Supervision Article 16 An educational supervision institution shall, according to the decisions of the people's government at the corresponding level, the administrative department of education or the educational supervision institution at a higher level, formulate an educational supervision plan and organize its implementation. Seventeenth education supervision institutions and inspectors shall exercise the following functions and powers:
(a) to conduct on-site investigation of the supervised units and listen to the reports of relevant personnel;
(2) Attend relevant meetings of the supervised units as nonvoting delegates, hold meetings as needed, talk with relevant personnel, conduct tests or questionnaires, and consult relevant documents, files and account books;
(three) to give rewards and criticisms to the supervised units or relevant personnel;
(four) in violation of education laws, regulations or rules, put forward opinions and order it to make corrections within a time limit.
