Hubei Province Family Education Promotion Regulations
Chapter I General Provisions Article 1 In order to ensure the healthy growth of minors, give full play to the important role of good family education in social governance, promote the development of family education, and promote family happiness and social harmony, these Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Protection of Minors and other laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the implementation, guidance and service of family education within the administrative area of this province.

Family education as mentioned in these Regulations refers to the positive education, guidance and positive influence of parents or other guardians of minors and other adult family members living together on minors. Article 3 Family education should adhere to the principle of giving priority to moral education, follow the law of minors' healthy physical and mental development, cultivate and practice socialist core values, respect minors' personal dignity, protect minors' legitimate rights and interests, and cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor.

Family education should adhere to the leadership of China and implement the working mechanism of government promotion, school guidance, family implementation and social coordination. Article 4 The main contents of family education include:

Patriotism, collectivism, Socialism with Chinese characteristics education;

(two) the education of world outlook, outlook on life and values;

(3) Moral education, cultural education, physical education and will quality education;

(4) Safety education, mental health education and sex education suitable for their age;

(5) Life knowledge education, popular science education and rule of law education;

(six) education of labor consciousness and skills, behavior habits, etc.;

(seven) other education that is conducive to the all-round development of minors. Fifth people's governments at or above the county level shall incorporate family education into the national economic and social development plan, and coordinate and supervise the work of family education within their respective administrative areas.

The people's governments at or above the county level shall include family education funds into the fiscal budget at the corresponding level, and establish a financial input guarantee mechanism that is compatible with the development of family education. Sixth people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments and units to do a good job in family education. Women's federations and education administrative departments jointly promote family education. Article 7 The week of International Family Day on May 15 every year is the Family Education Publicity Week of this province, and publicity activities related to family education are carried out. Eighth units, organizations, families and individuals that have made outstanding achievements and contributions in family education shall be commended and rewarded in accordance with relevant regulations. Chapter II Government Promotion Article 9 People's governments at all levels shall incorporate family education guidance services into urban and rural public service systems, publicize family education knowledge, and encourage and support people's organizations, enterprises, institutions and social organizations to carry out family education guidance services. Article 10 The provincial people's government shall organize the provincial women's federations and the competent departments of education administration, health and other departments to formulate family education guidance service guides, compile family education guidance books for minors of different ages, and formulate corresponding work norms for family education guidance services. Eleventh people's governments at or above the county level shall establish and improve the departmental linkage mechanism, and urge the relevant departments to do a good job in family education according to their respective responsibilities.

Township people's governments and sub-district offices shall guide village (neighborhood) committees to establish parent schools and carry out family education activities. Article 12 The people's governments at or above the county level shall organize the women's federations at the corresponding level and the competent departments of education administration, health, human resources and social security to carry out training for family education instructors and build a professional family education guidance team. Thirteenth people's governments at or above the county level shall promote the construction of family education information sharing service platform, popularize scientific ways and means of family education, popularize family education knowledge and provide family education guidance services.

Information related to family education, such as recognition and reward, social welfare and voluntary service, can be incorporated into the social credit information platform according to law. Article 14 People's governments at all levels shall improve the care service system for minors with special difficulties, such as those who are left behind, mobile, poor, seriously ill, severely disabled and unattended, formulate care and protection measures for minors with special difficulties, organize care education, psychological counseling and other activities, and provide necessary family education guidance and help. Article 15 The people's governments at or above the county level shall incorporate the services related to family education guidance into the catalogue of government procurement services, purchase family education guidance services from qualified enterprises, institutions and social organizations through government procurement services, and give priority to social work service institutions and voluntary service organizations as undertakers under the same conditions. Article 16 The education administrative department of the people's government at or above the county level shall perform the following duties:

(a) to guide schools and kindergartens to carry out family education guidance services, and to urge schools and kindergartens to establish parent schools;

(2) Promote the specialization and scientificity of the discipline construction of family education, encourage qualified colleges and universities to offer family education-related majors, support colleges and universities to offer family education-related courses, improve the curriculum and textbook system, and carry out theoretical and applied research on family education;

(3) Strengthen the mental health education of minors, and establish a mechanism for early detection and timely intervention of psychological problems of minors;

(four) with the promotion of the village (neighborhood) committee parent school construction and online parent school construction;

(five) the family education guidance services in schools and kindergartens will be included in the scope of education supervision, and education supervision will be implemented according to law.
