Article 1 In order to strengthen national defense education, raise citizens' awareness of national defense, invigorate national spirit and promote national defense and economic construction, these Regulations are formulated in accordance with the National Defense Law of People's Republic of China (PRC) and other relevant laws, combined with the actual situation of this province. Article 2 National defense education refers to the education of citizens' national defense knowledge and behavior, so that citizens can enhance their national defense concepts, master national defense knowledge, carry forward the spirit of patriotism, and consciously fulfill their national defense obligations. Article 3 Strengthening national defense education is an important part of socialist spiritual civilization construction and the common responsibility of the whole society. Receiving national defense education is a citizen's right and obligation according to law. Article 4 National defense education should follow the principles of participation by the whole people, long-term persistence and practical results, and adhere to the principles of combining regular education with centralized education, combining universal education with key education, and combining theoretical education with behavioral education. Article 5 People's governments at all levels shall administer the work of national defense education within the limits of authority prescribed by law. The people's governments at or above the county level shall set up a national defense education committee, the members of which shall be composed of the heads of the people's governments at the same level and relevant departments, military organs, social organizations and other relevant units, and the chairman shall be the main members of the people's governments at the same level. Article 6 The National Defense Education Commission shall undertake the following duties:

(a) to publicize and implement the laws, regulations and policies of the state on national defense education;

(2) to deploy and guide the work of national defense education within their respective administrative areas;

(3) Organizing and coordinating the national defense education work of relevant departments;

(four) to study and solve important problems related to national defense education;

(five) other duties as prescribed by laws and regulations. Article 7 National defense education committees at all levels shall set up offices to undertake daily work and manage and use national defense education funds. Article 8 The relevant departments, social organizations and people's armed forces departments of people's governments at all levels shall undertake the following duties respectively:

(a) the education department should take national defense education as an important part of school education at all levels and into the teaching plan;

(two) the civil affairs, personnel and judicial departments shall carry out national defense education in combination with yongjunyoushu, resettlement of demobilized soldiers and legal publicity;

(three) the people's armed forces and civil air defense departments shall carry out national defense education in the militia reserve construction, conscription and civil air defense work;

(four) the press and publication, radio and television, culture and other departments should use various forms to carry out national defense education;

(5) Trade unions, communist youth leagues, women's federations and other social organizations shall, in combination with their own work, carry out mass national defense education activities. Article 9 The contents of national defense education include current affairs policies, patriotism, revolutionary traditions, laws and regulations, citizens' rights and obligations, military sports, military training and national defense knowledge. Article 10 National defense education is divided into two levels: key education and universal education. National staff, students, militia and reserve personnel receive key education; Other citizens receive universal education.

Key education should carry out systematic theoretical and knowledge education in accordance with the prescribed teaching materials. Universal education should be combined with all work to carry out general education. Eleventh national defense education should be organized and implemented according to the characteristics of different objects and different industries.

State organs, social organizations, enterprises and institutions carry out national defense education for employees in combination with political study or through short-term training.

Institutions of higher learning, senior middle schools and various secondary specialized schools offer national defense education courses, organize and implement military training, and educate students in national defense; Junior middle schools and primary schools combine the teaching of various subjects to educate students in national defense.

The People's Armed Forces Department shall, in accordance with the relevant provisions, conduct national defense education for militia and reservists in combination with the whole regiment, training and conscription work.

Neighborhood (village) committees carry out national defense education for urban residents and villagers in combination with activities such as conscription, supporting military families and major festivals. Twelfth to carry out national defense education, we should give full play to the role of training institutions, training bases, patriotic education bases and other educational institutions and places. Thirteenth national defense education teachers should be selected from local and military personnel with teaching expertise, and strengthen their training. Fourteenth national defense education should choose teaching materials for different objects. Schools use textbooks designated by the national or provincial education administrative departments; The militia and reserve personnel use the teaching materials designated by the General Political Department of the People's Liberation Army or the provincial military region; Other personnel use the teaching materials designated by the Provincial National Defense Education Committee. Fifteenth people's governments at all levels should incorporate national defense education into the national economic and social development plan, and bear the funds for national defense education according to the financial system. The growth of national defense education funds should be compatible with the level of national economic development and the needs of national defense education.

The funds for national defense education of all departments and units shall be borne by all departments and units. Sixteenth citizens in the implementation of national defense education, should fulfill the following obligations according to law:

(a) to safeguard national dignity and national security;

(2) Serving in active service, participating in the militia and reserve, and receiving military training;

(3) Protecting military installations and keeping state military secrets;

(four) to support the military and safeguard the legitimate rights and interests of military personnel;

(5) Other national defense obligations. Seventeenth units that meet the following conditions can be awarded the title of "advanced unit of national defense education":

(a) conscientiously perform their duties and give full play to the guiding and coordinating role in the work of national defense education;

(two) the implementation of national defense education laws and regulations has made remarkable achievements;

(three) to play a functional role, adhere to various educational systems, and carry out regular educational activities;

(4) those who have made outstanding contributions to national defense construction.
