The Putonghua Training and Testing Center of the State Language Committee is a teaching and research institution responsible for the national Putonghua training and testing. 1994 was established with the approval of the office of the Central Organization Establishment Committee, and was incorporated into the Institute of Language Application of the Ministry of Education in April 2006. It still retains the original organization name and undertakes the original tasks.

Baoji Putonghua Training Center is the business department of Putonghua Training and Testing Center responsible for training at home and abroad. Its predecessor was the Academic Affairs Office of the Putonghua Training and Testing Center of the State Language Committee. After the institutional reform, the business scope of Pragmatics Institute was adjusted and renamed as Training Office. The training department has five staff members and four existing staff members.
