Publicity and education on the rule of law should adhere to the principles of combining the rule of law with the rule of virtue, unified planning with classified implementation, universal education with key education, publicity and practice of the rule of law, and education with moral education, so as to enhance the planning, pertinence and effectiveness of publicity and education on the rule of law.

The publicity and education of the rule of law implements the law popularization responsibility system of "who enforces the law and popularizes it", "who manages it" and "who serves it".

The people's governments at or above the county level shall be responsible for the publicity and education of the rule of law within their respective administrative areas, and shall incorporate the publicity and education of the rule of law into the national economic and social development plan, establish and improve the publicity and education mechanism of the rule of law, and strengthen the organization and leadership of the publicity and education of the rule of law.

Basic tasks of publicity and education on the rule of law

(a) to enhance the political awareness, ideological awareness and action awareness of the rule of law propaganda;

(two) to publicize the basic contents of the socialist legal system with Chinese characteristics with the Constitution as the core, and popularize the basic knowledge and common sense of the Constitution, laws and regulations;

(three) to publicize the socialist concept of the rule of law and create and cultivate the atmosphere and habits of the rule of law in the whole society;

(four) to publicize the socialist culture of the rule of law, inherit the excellent Chinese culture of the rule of law, and carry forward the socialist core values and traditional Chinese virtues;

(five) to publicize the practice of legislation, law enforcement, justice and law-abiding, promote multi-level and multi-field governance according to law, and improve the level of social governance according to law.
