Article 56 The people's governments at or above the county level shall bring all the funds for compulsory education into the scope of financial security, ensure that the growth ratio of financial allocation for compulsory education is higher than the growth ratio of recurrent fiscal revenue, ensure that the funds for compulsory education are gradually increased according to the number of students in school, and ensure that the salaries of teaching staff and the average public funds for students are gradually increased.

The investment of the people's government at a higher level in the compulsory education of the people's government at a lower level is not included in the growth ratio of the compulsory education investment of the people's government at a lower level.

Fifty-seventh compulsory education funds by the people's governments at or above the county level according to their duties, the implementation of the provincial people's government overall responsibility system. The funds needed for compulsory education in rural areas shall be divided into projects and shared in proportion by the people's governments at or above the county level in accordance with state regulations.

Township people's governments shall actively raise funds to support compulsory education within their respective administrative areas.

Article 58 The people's governments at or above the county level shall list the funds for compulsory education separately in the fiscal budget at the corresponding level, and allocate the funds for compulsory education in full and on time according to the staffing standards of teaching staff, salary standards, school construction standards and public funds per student, so as to ensure the normal operation of schools and the safety of school buildings and ensure the timely and full payment of the salaries of teaching staff.

The standard of public funds per student shall be formulated by the financial department of the provincial people's government in conjunction with the administrative department of education in accordance with the requirements of not less than the national standard, and adjusted and improved in a timely manner according to the economic and social development. The formulation and adjustment of the basic standard of public funds per student should meet the normal needs of education and teaching.

Fifty-ninth people's governments at or above the county level shall make balanced arrangements for compulsory education funds, and gradually narrow the gap between urban and rural areas, between regions, and between schools in terms of school conditions and school level.

The people's governments at or above the county level shall not reduce the investment of the people's governments at the corresponding levels in compulsory education because the people's governments at higher levels increase transfer payments.

Sixtieth people's governments at or above the county level shall set up special funds for compulsory education, focusing on supporting the construction of rural schools, urban weak schools and special education schools; The new education funds are mainly used in rural areas, and the investment in rural compulsory education is gradually increased.

Article 61 The people's governments at or above the county level shall actively support the establishment of resource classrooms in schools with more disabled children and adolescents in regular classes, and equip them with instructors to help disabled children and adolescents solve their learning difficulties.

The per capita public expenditure standard of special education schools (classes) should be higher than that of ordinary schools, and it should be gradually improved according to economic and social development to ensure the normal operation of special education schools (classes).

The standard of per capita public funds for disabled children and adolescents attending ordinary schools should be consistent with the standard of per capita public funds for students in special education schools (classes).

Article 62 The people's governments at or above the county level shall, in accordance with the standard of public funds per student and the actual number of students received by schools, timely and fully allocate education funds to schools that receive migrant children of migrant workers.

Sixty-third encourage social organizations and individuals to donate to compulsory education; Encourage the establishment of compulsory education funds in accordance with state regulations to help schools in rural areas, weak schools in cities and special education schools improve their school conditions.

Sixty-fourth compulsory education funds and special funds allocated by the people's governments at or above the county level shall not be occupied, withheld or misappropriated by any organization or individual.

No organization or individual may illegally collect or apportion fees from schools.

The education, finance, auditing and supervision departments of the people's governments at or above the county level shall supervise and manage the allocation and use of compulsory education funds according to law.
