Three, it is strictly prohibited for primary and secondary schools to provide education and teaching facilities or student information for off-campus training institutions to make up lessons.
Four, it is strictly prohibited for in-service primary and secondary school teachers to organize, recommend and induce students to participate in paid remedial classes inside and outside the school.
Five, it is strictly prohibited for in-service primary and secondary school teachers to participate in other teachers, parents, parents' committees and other organizations of off-campus training institutions or paid remedial classes.
Six, it is strictly prohibited for in-service primary and secondary school teachers to introduce students and provide relevant information for off-campus training institutions and others.
The "Regulations" punish the behavior of primary and secondary schools and teachers who make up lessons with compensation: for primary and secondary schools that violate the above provisions, depending on the seriousness of the case, informed criticism will be given, the qualification for awarding the prize will be cancelled, the honorary title will be revoked, and the responsibility of school leaders and the supervision responsibility of relevant departments will be investigated.
For in-service primary and secondary school teachers who violate the above provisions, depending on the seriousness of the case, they shall be given criticism and education, admonishing conversation, ordered to check, informed criticism and even corresponding administrative sanctions.
The Ministry of Education has put forward specific requirements for local education departments to implement the regulations:
First, strengthen organizational leadership and implement the main responsibility.
Two, to carry out special supervision, strict accountability.
Third, strengthen publicity and education and pay attention to positive guidance.
Four, strict management of teachers, accept social supervision.
By strengthening the assessment of teachers' morality, building a supervision system and smoothing the reporting channels, we will effectively establish a long-term mechanism for managing paid remedial classes. All localities should, in accordance with the requirements, formulate implementation plans for treating both the symptoms and the root causes and specific measures to deal with violations, and make them public.
The Ministry of Education emphasizes that the provincial education department is the main body responsible for the management of paid remedial classes, and the main person in charge of the education department will be strictly investigated for areas with poor supervision, frequent problems and strong social repercussions.
Those who deliberately fail to complete the task of education and teaching in class, do not give lectures after class and collect tuition fees, retaliate against students who do not participate in paid remedial classes, etc., should focus on investigation and implement "zero tolerance".
