The circular made it clear that all localities should improve the compilation methods of enrollment plans for ordinary high schools, adhere to the principle that the enrollment scale of ordinary education is roughly the same in accordance with the requirements of popularizing high school education, scientifically verify the scale of running schools and the number of annual enrollment, and strictly implement them.

Implement the method of rational allocation of high-quality ordinary high school enrollment places to junior high schools in the region, and refine the method and proportion of appropriate inclination of enrollment places to rural junior high schools.

At the same time, the circular requires all localities to implement and improve the policies and measures for migrant workers' children to take high school exams locally, actively support and encourage high schools to recruit disabled students, improve the financial aid policy for students from poor families, and ensure that vulnerable groups have equal access to high school education opportunities.
