According to the notification requirements of the Working Committee of the Provincial Organs on carrying out special rectification of outstanding spiritual problems in violation of the eight central regulations, the party group of our bureau attaches great importance to it and seriously organizes it, and pays close attention to the rectification work as a major task in the near future, and carries out self-examination and self-correction one by one according to the requirements of "talking and doing" to ensure the completion of the special rectification task. The self-inspection is now reported as follows:
First, carefully organize and implement the main responsibility.
(a) the establishment of a special working group, responsible for guiding the self-examination and rectification work.
Carrying out special rectification and self-examination of outstanding problems in violation of the eight central regulations is an important measure to implement the spirit of the eight central regulations, resolutely correct and oppose the "four winds", further deepen and consolidate the achievements of the Party's mass line education practice activities, change the style of work, and earnestly strengthen the building of a clean and honest party style. It is also an important measure to test whether each of our party member cadres is the first to set an example, consciously abide by party constitution, and strictly observe political discipline. In accordance with the requirements of the working committees of provincial organs to carry out self-examination and rectification work, the party group of our bureau held a special meeting in time to seriously study and deploy special self-examination and rectification work. A special self-inspection and rectification working group was set up, headed by the party secretary of the office, and members of the party group, the heads of the party committees and disciplinary committees of the organs, and the heads of branches. From the perspective of stressing politics and taking care of the overall situation, we strengthened organizational leadership, made overall plans and coordinated overall work, and fully exerted the main responsibility. All branches take active actions, give full play to the fighting role of grass-roots organizations, clarify the special forces responsible for rectification work, vigorously promote implementation, and ensure the timely completion of special rectification tasks.
(2) Each branch carefully conducted self-examination one by one.
After the Party Committee of the office forwarded the special rectification document to each branch, each branch immediately took action, and closely focused on the four aspects of 13 specific special rectification and whether it was "using weddings, funerals and celebrations to make a big deal, extravagance and waste, or even taking the opportunity to collect money", etc., and checked one by one to find out whether there were any problems, and formed self-inspection materials for the branch and submitted them to the Party Committee of the office. In view of the existing deficiencies and weak links, all branches carefully analyzed the reasons and took excellent measures to rectify immediately, strictly and thoroughly.
(3) Strengthen supervision responsibility and carry out key supervision.
On the basis of the self-examination of each branch, the Party Committee of the Office requires the members of the Commission for Discipline Inspection of the Office to conduct targeted key inspections by listening to reports and individual conversations. By strengthening supervision and strict discipline, we will ensure that the special self-examination and management work will not go through the motions and leave no dead ends.
Second, focus on self-examination and self-correction from three aspects.
Advocate frugality and forbid eating and drinking.
In regulating the eating and drinking of public funds, our bureau has taken three measures: First, strict official reception, strict implementation of official reception standards in accordance with the requirements of the eight central regulations, and arrangements for dining in government canteens in principle based on the principles of enthusiasm, thoughtfulness, practicality and no waste, which has better eliminated extravagance and waste. The second is to strictly regulate the reception of going out to carry out inspections. This year, our bureau undertook eight special inspections arranged by the Ministry of Finance. During the inspection, our bureau insisted on "checking the same city and returning to the unit canteen for lunch in principle;" Cross-regional and off-site inspection, strictly respect the reception standards, accommodation, catering and transportation do not exceed the standards, and resolutely refuse the over-standard reception arrangements. The third is to effectively regulate other public consumption behaviors. During the period of holding meetings, training, organizing investigation and research, we should be diligent and frugal, not engage in public funds for dinner, and it is strictly forbidden to use public funds to reimburse or pay the expenses that should be borne by individuals. In addition, it is necessary to strictly control the key period of the end of the year and the beginning of the year, and take New Year's Day, Spring Festival, Mid-Autumn Festival and National Day as important nodes to strengthen the positive publicity and education guidance of cadres. At the same time, strengthen supervision and inspection to prevent public funds from giving gifts and eating and drinking.
After investigation, this year, we have not found the phenomenon of eating and drinking with public funds, and we have not found the behavior of receiving and eating in private clubs, high-consumption restaurants and entertainment places. In the future work, our office will continue to adhere to the spirit of hard work and plain living, diligence and thrift, prohibit eating and drinking with public funds, punish violations, and hold diners and diners accountable.
(two) to formulate measures to prohibit public travel.
In order to effectively implement the eight regulations and promote the construction of anti-corruption, our office has strengthened the regulation of public travel from both inside and outside the office, combining the characteristics of business trips and inspections. The leadership meeting must discuss the issue of honesty and self-discipline Especially in the special inspection work arrangement meeting, the leaders of the department always emphasized the reminder to all the inspected personnel, demanding that it is strictly forbidden to write the relevant contents of public travel into the inspection plan and clarify the relevant responsibilities. At the patrol meeting of the inspected unit, the office leader always informs the inspected unit of the requirements for implementing the rules of honesty and self-discipline, and asks and welcomes the inspected unit to supervise the behavior of our patrol members during the patrol. In addition, the government commission for discipline inspection also paid regular and irregular return visits to the inspected units to understand the implementation of the inspection team's compliance with the discipline of clean government.
Since the beginning of this year, our bureau has more strictly regulated public travel from six aspects: First, the system of studying and inspecting abroad is strict. Anyone who needs to go out for study and study because of work must strictly perform the examination and approval procedures and can travel only after being approved by the handling leader. The official letter system is implemented for all official business trips; The second is to study abroad strictly. Since the beginning of this year, we have cancelled three batches of overseas study tours invited by relevant departments. At the same time, training courses, academic seminars, exchanges and other activities can be cancelled to prevent public funds from disguised sightseeing; Third, it is forbidden to use public funds to participate in training courses, seminars and academic exchange activities organized by local societies and associations; Fourth, it is strictly forbidden to accept private tourism activities arranged by the inspected units; Fifth, it is strictly forbidden to reimburse the inspected units for their spouses, children and other relatives and friends going abroad, or ask for relevant subsidies from the inspected units and individuals; Sixth, it is strictly forbidden to organize public money tourism in the name of trade unions or organize group tourism by using public holidays. Those who ignore discipline and violate regulations, organize tourism without authorization or in disguised form, will be given different disciplinary sanctions according to the seriousness of the case, and all the expenses that should be borne by individuals will be refunded. From June to July this year, the Ministry of Finance arranged for our office to go to Henan Province to check the level of county-level financial security. An inter-provincial inspection team of 14 people lasted for more than 40 days. Facing the rich tourism resources of Henan, a province in the Central Plains, it was really an irresistible temptation test for every member of the inspection team. However, the inspection team strictly implemented the relevant requirements and refused more than 10 visits arranged by local departments. There was no real situation of traveling under the guise of inspecting public funds.
Up to now, our bureau has not found the phenomenon of public travel. In the next step, our bureau will continue to effectively solve the problem of public funds tourism into the important content of supervision and inspection of the work style construction of cadres in party member, strengthen regular inspections and random checks, strictly implement "who sends, who is responsible, who agrees and who is responsible", further standardize management, and ensure that orders are not implemented.
(3) Standardize bus management and prohibit private use of buses.
In terms of bus management and use, the scope of bus use is controlled from four aspects to reduce bus operating costs. First, leaders take the lead in not using buses for any private activities other than official activities, and it is also forbidden to use their authority and position to exchange, borrow or occupy official vehicles with relevant regulatory units. Many times, office leaders will also take the initiative to walk to and from work, setting an example for the use of all office vehicles. The second is to clarify the scope of car use and repair procedures from the system. Establish and improve the vehicle use management system, clarify that the scope of vehicle use is limited to work, and put an end to the private use of buses. Vehicle repair should be carried out by the driver in the repair shop first, and the repair items should be determined, which can be repaired only after being reviewed by the office and reported to the competent leader for approval. In the process of vehicle repair, the vehicle should be repaired in strict accordance with the items and amount of the estimated list. Register the maintenance mileage, maintenance of important parts, replacement time and gasoline recharge card of each vehicle in detail to provide basis for the next maintenance. The third is to standardize the driver's personal behavior from the perspective of management. There is a special person in charge of vehicle dispatching. When driving, you must fill in the schedule. The dispatch list records the driver's name, time, reason, user and place in detail. The driver drives in strict accordance with the location indicated on the dispatch list. At the beginning of each month, the driver submits the dispatch list of last month to the dispatcher for review. The fourth is to start with supervision to prevent illegal reimbursement of vehicle expenses. Always check whether the fuel gauge and odometer of the vehicle are accurately measured, and ask the driver to reimburse the documents in time after a long trip to prevent the excessive accumulation of documents from increasing the difficulty of audit and prevent the documents that should not be reimbursed from being mixed. In addition, our office has established a holiday car system. During holidays, buses need to be put into storage and sealed for unified custody.
Self-examination did not find the phenomenon of private use of buses. In the first half of the year, the operation and maintenance cost of our office vehicles decreased by nearly 40% compared with the same period of last year. In view of bus traffic violations, our office will also clarify the responsibility for violations from the system and management, strengthen driver management, and lay a good foundation for the next official car reform.
In addition, there are no problems in our office, such as inspection and appraisal, attracting investment, holding conferences and exhibitions, etc., and there is no problem of using weddings, funerals and celebrations to do big things, extravagance and waste or even taking the opportunity to collect money. Leading cadres take the lead in reporting weddings and funerals according to procedural requirements.
Third, strengthen the construction of work style and form a long-term mechanism
Adhering to the eight regulations is a long-term political task. Under the leadership of the working committees of provincial organs, our bureau will make efforts to establish a regular inspection mechanism to implement the spirit of the eight central regulations, prevent "invisibility" and "variation" that violate the eight central regulations, resolutely overcome the misunderstanding that correcting and implementing the eight regulations is "a gust of wind" and control the wait-and-see and skeptical psychology of eating and drinking public funds, and put "no eating and drinking public funds, no illegal gifts, no public funds for fun"
In the next stage of work, our bureau will continue to carry out the party's mass line education practice activities, implement the eight central regulations and the specific requirements of the party group of the Ministry of Finance, the Fujian Provincial Party Committee and the provincial government one by one, and consolidate the results of the activities. In view of the problems existing in four winds, this paper starts from seven aspects: perfecting the study system, improving the work style, implementing strict economy, deepening the efficiency construction, strengthening the construction of rules and regulations, promoting anti-corruption and promoting team building. Refine the implementation measures of rectification item by item, define the responsible unit, formulate the task book and timetable, rectify one by one, further improve the ideological understanding, further change the work style, and further establish the image of being pragmatic and clean for the people. At the same time, our bureau will carry out in-depth supervision activities of clean government according to law, and constantly strengthen the awareness of clean government of all cadres through clean government meetings, central group study, party branch study, democratic life meeting, party class education, and clean government warning education, so that the eight regulations will be deeply rooted in the hearts of the people, and the eight regulations will be transformed into the conscious actions of all cadres and workers, and a good spirit of Commissioner's office will be established.
